Julien Sagna was appointed Director General of the Manantali Energy Management Company (SOGEM) at his official installation ceremony on April 9, 2026, in Dakar. This appointment is part of the rotation system among the member states of the Senegal River Basin Development Organization (OMVS), which includes Senegal, Mauritania, Mali, and Guinea.
A public administrator with degrees in political science and public management, Sagna has extensive experience in public affairs. His career has allowed him to develop skills in leading institutional projects and strategic management. He succeeds Mohamed Mahmoud Sid’Elemine, who now serves as Chairman of the Board of Directors of SOGEM.
At the head of this organization, Sagna will be responsible for managing significant energy infrastructure, notably the Manantali, Félou, and Gouina dams, which together produce nearly 400 MW. These facilities play a vital role in supplying electricity to the sub-region.
His mission will focus on improving infrastructure performance, ensuring the financial stability of SOGEM, and strengthening its role in energy integration in West Africa.
