Telecommunications: Africa faces the challenge of digital inclusion

Smartphones and Networks at the Heart of Proposed Reforms

According to the GSMA’s Mobile Economy Africa 2025 report, the mobile sector contributed $220 billion to the African economy in 2024, representing 7.7% of the continent’s GDP.

This figure could reach $270 billion by 2030, demonstrating the growing importance of digital technology in Africa.

It is in this context that Daddy Mukadi, Chairman of the GSMA Africa Policy Working Group, called on African governments to quickly adopt tax reforms to accelerate digital inclusion. He spoke in Kinshasa, Democratic Republic of Congo, at the National Conference on Posts and Telecommunications.

Also responsible for regulation at Airtel Africa, this executive emphasized that telecommunications now occupies a central place in the economy. According to him, this sector should no longer be seen as a mere support service, but as a true engine of development.

The official explained that several essential sectors, such as health, transportation, finance, and security, now rely on digital tools. Despite the progress made, a large portion of the population remains excluded. Mobile networks cover 95% of the continent’s inhabitants, but nearly 75% of Africans are still not connected. The high cost of smartphones is among the main obstacles.

To improve the situation, Daddy Mukadi proposes suspending import duties and taxes on entry-level smartphones, sold for between $40 and $150, for two to three years. The President also recommends eliminating taxes on telecommunications equipment for at least three years to facilitate investment and expand network coverage.

According to him, these measures would help strengthen connectivity, support innovation, and enable more citizens, businesses, and communities to participate in Africa’s digital economy.
