Atsimo Andrefana: Cotton cultivation regains momentum

Official Launch of the 2026 Cotton Campaign

Historically, cotton cultivation began in Madagascar in the 1950s, driven by foreign companies.

Three production zones developed in the Atsimo Andrefana region: Bas Mangoky, Fiherenana Ambany, and Ankazoabo Sakaraha. In 1972, HASYMA (Hasy Malagasy) took over the management of the sector. Subsequently, cotton cultivation expanded to Mahajanga, Ambilobe, and Port-Bergé. Over the years, the sector has faced several challenges, both in terms of production and marketing. Starting in 2016, a reform introduced contract farming. This system establishes agreements between producers and buyers to secure sales and stabilize farmers’ incomes.

The current revitalization effort relies on collaboration between the Ministry of Agriculture and Food Sovereignty (MiASA), the Ministry of Trade and Consumer Affairs, producers, and economic operators. This cooperation is gradually revitalizing the sector. In 1972, production reached 2,364 kg/ha, placing Madagascar 4th in the world among cotton exporters. Today, stakeholders in the sector are aiming to return to, or even surpass, this level of performance.

The official launch ceremony for the cotton cultivation and marketing campaign will take place on April 16, 2026, in Toliara, under the leadership of Minister Gaëtan Ramindo, in the presence of local authorities. The sector is currently showing positive signs. The number of operators has increased from 4 in 2016 to 6 currently. Cultivated areas and the number of producers are also growing.

However, several challenges remain, including irrigation, pest control, support for producers, and quality improvement. Furthermore, the adoption of the Better Cotton Initiative (BCI) standard opens up new opportunities. This certification promotes sustainable agriculture that is environmentally friendly and adapted to climate change.
