Green Transition: AfDB Grants Guarantee to Support OCP

The African Development Bank (AfDB) has approved a partial non-sovereign credit guarantee of €450 million for the OCP Group, enabling the Moroccan phosphate giant to mobilize up to €530 million from international financial institutions. This operation, the first of its kind in Morocco, finances OCP’s 2023-2030 Green Investment Program, focused on the production of low-carbon fertilizers. It aligns with the AfDB’s strategic priorities to mobilize private capital in Africa.

Context of the Agreement

The AfDB Board of Directors approved this guarantee on December 3, 2025, leveraging the bank’s AAA rating to attract long-term international funding. OCP, a key player in the African agricultural sector, will use these resources to accelerate its industrial decarbonization and strengthen continental food security. Achraf Tarsim, AfDB Country Manager for Morocco, emphasized the importance of this transition to low-carbon fertilizers, renewable energy, and sustainable water management.

Environmental Objectives and Impacts

The funds support projects that address greenhouse gas emissions, improve energy and water efficiency, and protect soils through sustainable agricultural practices. The initiative aims to avoid more than 43 million tons of CO₂ between 2026 and 2038, while also fostering the creation of thousands of jobs for young people and women in the affected regions. This program reinforces the AfDB’s Four Pillars of Soil and Climate Action, including mobilizing financing for sustainable development and resilient infrastructure.

OCP Strategy and Outlook

OCP is thus consolidating its operational autonomy while maintaining strategic international partnerships, aligned with a low-carbon industrial model. This guarantee marks a significant milestone for Morocco in non-sovereign green financing, boosting continental efforts towards climate-resilient agriculture. The transaction positions OCP as a leader in the green transition of the fertilizer sector in Africa.
