Mozambique-Ethiopia: Signing of New Bilateral Cooperation Agreements

Mozambique and Ethiopia have just taken a significant step forward in their bilateral relations, with a series of high-level meetings in Addis Ababa and the signing of several cooperation agreements. The visit of Mozambican President Daniel Francisco Chapo alongside Ethiopian Prime Minister Abiy Ahmed underscores a shared commitment to transforming a historic partnership into a dynamic of “concrete cooperation” between two key countries in East and Southern Africa.

Political and Pan-Africanist Foundation of the Rapprochement

The two countries emphasize a shared heritage of Pan-African solidarity, stressing mutual respect, sovereignty, and South-South cooperation as the pillars of their relationship. The foreign ministers of Maputo and Addis Ababa reiterated that their interactions aim to move diplomatic dialogue toward institutionalized partnerships, linked to major African integration projects (AU, AfCFTA, EAC-COMESA-SADC regional initiatives).

Sectoral Cooperation: Key Sectors Outlined

High-level discussions resulted in the signing of Memoranda of Understanding (MoUs) covering several strategic areas:

  • Security and Defense: Enhanced military cooperation, with agreements on training, intelligence sharing, and the potential creation of a joint defense committee, to strengthen the response to transnational threats and regional crises.
  • Human Development and Infrastructure: Urban planning and housing, health, civil aviation, and tourism are central to the new frameworks, with a focus on projects for more resilient cities and exchanges of senior officials.
  • Digital transformation: significant emphasis is placed on digital identity (Digital ID) and digital public infrastructure, with a view to improving public services and financial inclusion.

A strong signal for African integration

This renewed relationship between Mozambique and Ethiopia is part of a broader strategy to strengthen intra-African cooperation, often cited by Addis Ababa as a central pillar of its diplomacy. Mozambique, a member of the ARC and SADC, and Ethiopia, a regional hub in the Horn of Africa, can thus serve as a bridge between East and Southern Africa, sharing experiences in economic transformation, digital governance, and security.

Opportunities for investors and development actors

For investors and donors, this rapprochement opens up several avenues:

  • digital infrastructure projects (data centers, regional interconnection, Digital ID) supporting both economies.
  • Cooperation in health and education (hospitals, training centers, exchanges of professionals).
  • Logistical and commercial support along transport corridors linking Southern Africa to the Horn of Africa.

In short, the strengthening of bilateral cooperation between Mozambique and Ethiopia is not limited to a simple protocol visit, but reflects a desire to build a structured and multifaceted partnership capable of serving both regional stability and the economic diversification of both countries.
