Botswana-Rwanda: 6 Agreements to Boost Trade and Mobility

Botswana and Rwanda have just reached a new milestone in their economic and diplomatic cooperation. Following a state visit by Paul Kagame to Gaborone, the two countries signed six bilateral agreements aimed at removing barriers to trade, attracting investment, and facilitating the mobility of their citizens.

These agreements, signed in the presence of Presidents Paul Kagame and Duma Boko, mark an important step in a bilateral relationship that has strengthened considerably since 2019.

What are the 6 signed agreements?

The six agreements cover several key areas of cooperation between Gaborone and Kigali:

  • visa facilitation and the movement of people;
  • civil aviation and air connectivity;
  • double taxation and the tax framework for investments;
  • trade, investment, and economic partnerships;
  • public health and sectoral cooperation;

A memorandum of understanding between the Botswana Investment and Trade Centre and the Rwanda Development Board (RDB). These instruments are specifically designed to create a more predictable environment for economic actors and reduce transaction costs related to trade between the two countries.

Visa simplification and citizen mobility

One of the most symbolic aspects concerns visa facilitation. An agreement provides for greater reciprocity and new entry and stay conditions, including, for example, stays of up to six months for certain nationals, subject to reciprocal arrangements.

This coordination in the area of visas should encourage not only tourism, but also trade, business delegations, and the movement of executives and entrepreneurs.

Air connectivity and regional trade

The civil aviation agreement aims to strengthen air connectivity between Botswana and Rwanda, two countries previously with limited direct connections through regular commercial flights. Improved air links are a direct lever for accelerating the exchange of goods, services, and capital, while strengthening regional integration.

For airlines, logistics operators, and export-oriented companies, the potential opening of new routes could significantly reduce travel times and costs between the two economies.

Combating Double Taxation and the Business Climate

The double taxation agreement aims to prevent companies and investors operating simultaneously in both countries from being taxed twice on the same income. It is a concrete lever for improving tax transparency and encouraging private investment flows.

Paul Kagame emphasized that the objective is to remove obstacles and create a more predictable environment for investment and collaboration, which aligns with Kigali’s strategy of positioning Rwanda as a hub for African investment.

Trade, Investment, and Economic Partnership Agreements

The memorandum of understanding signed between the Botswana Trade and Investment Centre and the Rwanda Development Board (RDB) aims to structure and accelerate bilateral economic partnerships. The two institutions commit to facilitating linkages in the agricultural, industrial, and service sectors, as well as infrastructure and food security projects.

Botswana authorities acknowledge that Rwanda has much to learn from its neighbor, while also emphasizing that Botswana can share its experiences in diversification, governance, and resource management.

A Strategic Partnership Beyond Economics

Behind these economic agreements lies a broader strategic partnership between two countries that are not contiguous but share a common ambition to play an influential role in the region. Botswana seeks to expand its partnerships beyond Southern Africa, while Rwanda strengthens its position as a diplomatic and economic hub in Central and East Africa.

This dynamic is part of a context in which several African countries are now favouring targeted bilateral alliances, complementary to the major regional blocs, to stimulate trade and mobility.
