The Malagasy government, through an official statement on November 1, 2025, decided not to assume the rotating presidency of SADC, which former President Andry Rajoelina was supposed to hold until July 2026. This relinquishment stems from the fact that the country has been facing a wave of protests and a major political crisis since September, leading to the dissolution of the main state institutions by the armed forces.
A refocus on national refounding
Faced with instability, the new Malagasy authorities are demonstrating their commitment to turning the page on the institutional situation and embarking on a broad process of refounding. The objective is to draft a new constitution, establish stronger democratic foundations, and prepare electoral texts and referendums for holding elections within a stated timeframe of two years. This process must bring together all the nation’s vital forces, foster dialogue, and secure the support of bilateral and multilateral partners.
SADC Reactions and Regional Implications
SADC noted Madagascar’s decision with concern, reiterating the gravity of the situation and its commitment to the principles of peace, unity, and democratic governance. The regional organization called on all parties to exercise restraint, engage in peaceful dialogue, and respect the established institutional process to avoid a prolonged crisis and preserve regional cohesion. The SADC Troika is therefore assuming the interim chairmanship to ensure the continuity of the work and the maintenance of institutional stability.
Geopolitical and Diplomatic Stakes
Madagascar’s withdrawal from the SADC chairmanship marks a turning point in regional diplomacy. Having played a central role in promoting stability and economic integration, Madagascar is now focusing on its internal challenges, while remaining open to international cooperation to support its reconstruction process. This choice, while temporarily weakening its regional influence, underscores its priority on national reconstruction.
Madagascar Towards a New Era
By relinquishing the SADC presidency, Madagascar is prioritizing an approach focused on institutional reconstruction and social peace, hoping that a profound overhaul will allow the country to regain its stability and regional prominence in the medium term.
