The 7th European Union-African Union Summit opened on November 24 and 25, 2025, in Luanda, the capital of Angola. This major event brought together nearly 80 Heads of State and Government from EU and AU Member States to celebrate 25 years of partnership. The objective was to outline the framework for strengthened cooperation, focused on peace, stability, economic integration, and intercontinental trade. Discussions also addressed contemporary challenges such as the green transition, digital transformation, and Africa’s growing role on the world stage.
Main Summit Themes
The summit was held under the theme “Promoting Peace and Prosperity through Effective Multilateralism.” Key issues addressed included peace, security, governance, migration, mobility, as well as trade relations and the development of strategic minerals. The event aims to renew bilateral momentum by emphasizing a strong, balanced, and forward-looking partnership.
A historic cooperation framework
This summit also marks an important anniversary: the 25th anniversary of the EU-AU partnership, launched at the Cairo Summit in 2000. In addition to celebrating this partnership, Luanda is also commemorating the 50th anniversary of independence for several African countries. The co-chairmanship is held by Angolan President João Lourenço and European Council President António Costa, with notable attendances from European Commission President Ursula von der Leyen and the Chairperson of the African Union Commission.
Economic objectives and investments
One of the key objectives is to stimulate African economic integration and strengthen intercontinental trade, supported by the European “Global Gateway” initiative, which anticipates an investment of approximately €150 billion. The summit also aligns with global agendas such as the 2030 Agenda for Sustainable Development and the AU’s Agenda 2063, with cooperation focused on sustainability, solidarity, and equity.
