Budgetary reforms: The EU supports the Comoros

A New Impetus for Financial Governance

On November 25, Finance Minister Ibrahim Mohamed Abdourazak presented the progress made by 2025 within the framework of the Financial Governance Support Project (PAGF).

The meeting, held in Moroni, brought together several partners, including the French Ambassador, Étienne Chapon, and the European Union representative, Pavlos Evangelidis. Together, the stakeholders reviewed the reforms undertaken and the next steps of the program.

In his address, Abdourazak highlighted the significant changes made to public financial management. The Ministry is now adopting more modern budgetary tools, improving macroeconomic planning, and progressively linking tax and customs services through digital systems.

More than 600 officials are undergoing training to strengthen their skills and better meet the requirements of a modern administration. The minister affirmed his commitment to intensifying these efforts in 2026 to consolidate achievements and accelerate the implementation of reforms.

The French ambassador, Étienne Chapon, commended the results obtained through the Pagf and Pagf-SI, a complementary project focused on infrastructure and digital systems. According to him, these two programs strengthen the state’s capacity to plan, execute, and secure public spending. He encouraged government departments to fully embrace these tools and structure their digital governance to ensure continued progress.

For his part, Pavlos Evangelidis, representative of the European Union, welcomed the Comorian government’s commitment to the Emerging Comoros Plan (PCE). He announced the launch of Pagf+ (or Pagf II) in the first quarter of 2026, funded with €5 million. This new program aims to strengthen the transparency of public finances, develop the digitization of services and improve the management of tax data.
