Madagascar’s Vision at the World Government Summit in Dubai

Dubai is hosting the 2025 edition of the World Government Summit (WGS), bringing together global leaders around issues of leadership and prosperity. The President of the Republic of Madagascar, Andry Rajoelina, spoke to present his ambitions.

The 2025 edition of the World Government Summit officially began on February 11, gathering heads of state and international experts under the theme « Leadership and National Prosperity ». Invited along with eight members of his government, the Malagasy President presented his vision for development, notably through the modernization of the agricultural sector and an ambitious energy transition.

« A strong, visionary, and pragmatic leadership is the key to transforming our visions into actions », he declared. The President emphasizes the importance of modernized agriculture to ensure Madagascar’s food sovereignty. With 36 million hectares of arable land in reserve, the country has immense potential. Through mechanization and the use of improved seeds, agricultural yields could triple, increasing from 3 to 12 tons per hectare. The stated goal is to make the Great Island the rice granary of the African continent.

Beyond agriculture, the President insists on the urgency of an energy transition. The government’s roadmap plans the installation of 50 MW of solar panels this year, with a total target of 1,000 MW over four years, thanks to a public-private partnership. The country is also considering hydroelectric projects with a capacity of 380 MW over the next five years. « With the support of the United Arab Emirates, we can and we will transform Madagascar », he added.

In this context, the training of one million young people by the Emirates in technology and entrepreneurship opens up new prospects for industrialization and economic transformation. This global summit thus represents a strategic opportunity to strengthen international cooperation and accelerate sustainable development in Madagascar.
