The Government of Senegal was recognized at the 6th BRVM Awards 2025 in Cotonou, winning the “Transaction of the Year – Bond” trophy for its “Etat du Sénégal 6.25% 2024-2029” bond issue.
Investor Confidence in the WAEMU Region
This transaction, carried out by the management and intermediation company Invictus Capital & Finance (ICF), raised more than 265 billion CFA francs across three tranches. With rates ranging from 6.25% to 6.65% over maturities of 5 to 10 years, aimed at financing investments in the 2024 budget.
This is the second consecutive year that Senegal has received this distinction, marked by its leadership and investor confidence in the WAEMU region.
Senegal’s Financial Strategy for Regional Markets
Senegal’s financial strategy for regional markets is based on several key areas. The country prioritizes financing through regional markets, particularly through mandatory issuances on the Regional Stock Exchange (BRVM), to mobilize resources to finance key public investments.
Senegal also relies on partnerships with regional and international financial institutions, such as the Islamic Development Bank (IsDB) and the Islamic Corporation for the Insurance of Investments and Trade (ICIEC). These organizations provide financing, guarantees, and risk-absorption solutions to make projects more attractive to private investors.
The strategy includes streamlining public spending and promoting Public-Private Partnerships (PPPs) to mobilize private financing. Regionally, Senegal is aligned with WAEMU’s financial integration policies, notably through the regional financial inclusion strategy, which promotes access to financing for private companies, particularly SMEs, and the modernization of the financial sector.
