The IMF is evaluating tax reforms

The TADAT Mission Underway

Several ambitious economic reforms undertaken by the Mauritian government are attracting the attention of international experts.

On Thursday, March 5, a delegation from the International Monetary Fund (IMF) met with Prime Minister Navin Ramgoolam at the Treasury building to discuss the performance of the tax administration.

The IMF mission was led by Priscilla Banda Chitatu, Mission Chief at the institution’s headquarters. The delegation also included Ravinder Saroop, Tax Administration Advisor at AFRITAC South, and Jimena Acedo, Senior Economist at the IMF. Discussions focused on the “Tax Administration Diagnostic Assessment Tool” (TADAT) mission, launched in Mauritius to analyze the functioning of the tax system according to international best practices.

The mission arrived on the island on February 25 and will continue until March 10. At the end of the assessment, a report will be submitted to the authorities, including the Mauritius Revenue Authority and the Ministry of Finance. This document will identify the strengths and weaknesses of the tax administration and propose solutions to improve tax collection, enhance transparency, and support the efficiency of the country’s financial management. Mauritius is among the first countries to be assessed according to the new TADAT Field Guide 2025, which incorporates the latest international standards.

This visit is part of a broader cooperation between the two parties. It follows a similar visit in February, led by Torben Steen Hansen, as part of the preparation of a tax accountability law announced in the 2025-2029 Government Program.

For the Mauritian authorities, the TADAT mission represents an opportunity to obtain concrete and specialized recommendations to improve the tax system. The report’s findings should guide future reforms and help the country strengthen its financial credibility on the international stage.
