Senegal: Implementation of the electronic visa

Senegal recently announced the implementation of an electronic visa system to facilitate the procedures for travelers wishing to enter its territory. This new measure is part of a broader strategy of administrative modernization and promotion of digital technology in the country. It also aims to streamline costs and secure visa issuance.

Objectives and context of the electronic visa in Senegal

The main objectives of the Senegalese electronic visa are to simplify access to the country, secure the administrative management of applications, and reduce public spending. This reform is accompanied by a desire to save approximately 50 billion CFA francs as part of a national economic recovery plan. It is part of a context of increasing digitalization of public services and the encouragement of digital innovation in Senegal.

Operation and conditions of the electronic visa

The electronic visa in Senegal will require an initial payment for non-African nationals. The procedure will include a mandatory online payment before any application. Visa applicants will need to provide their information via a secure digital platform.

The travel authorization will then be issued electronically, often with a cryptographically signed QR code, guaranteeing the authenticity and security of the documents. This system will also facilitate border control and verification by authorities, while improving the user experience.

Integration into a broader digital strategy

This implementation is part of the “Digital Senegal 2025” strategy, a plan aimed at sustainably transforming the administration through digitalization and developing an innovative digital industry. The e-visa is part of several projects aimed at making digital administration more efficient, accessible, and transparent, with parallel measures such as the creation of reliable digital identities and the adoption of secure electronic payments.

Related partnerships and innovations

To support this transformation, the Senegalese government is collaborating with international technology players, such as Visa, as part of the “New Technology Deal.” This partnership supports the introduction of mobile and contactless payment solutions, as well as the development of a robust digital infrastructure capable of managing e-visas and other digital services.

Expected Impact and Challenges

The widespread adoption of e-visas aims not only to facilitate visitors’ stays in Senegal, but also to strengthen financial sovereignty and reduce the informality associated with visa transactions. By securing this process, the country also hopes to improve the management of migration flows and increase its tourism and economic competitiveness. However, the success of this initiative will depend on the quality of technical implementation, user awareness, and rigorous administrative monitoring.
