A significant financial commitment for sustainable development
Senegal and Germany recently signed a technical cooperation agreement worth 24.5 million euros (approximately 16 billion CFA francs) in January 2025, following intergovernmental negotiations held in November 2024.
This agreement marks an important milestone in strengthening their bilateral partnership, with a clear objective: to support Senegal’s sustainable development by balancing economic, ecological, and social cohesion within the framework of the 2050 Agenda.
Three major focus areas at the heart of the Cooperation
The partnership focuses on three key projects. The first aims to strengthen the rule of law, transparency, and justice to improve social cohesion between citizens and the state, as well as to combat corruption and illicit financial flows.
Next, the agreement supports the development of sustainable finance in Senegal, particularly through the promotion of green financing and green taxonomy. Finally, the partnership backs the Sustainable Energy program, which assists Senegal’s Ministry of Energy in implementing its investment plan to support the energy transition via the Just Energy Transition Partnership.
Enhanced Commitment in the Energy Sector and Reforms
Furthermore, in 2024, the German government committed 146 million euros (approximately 96 billion CFA francs) in grants for three new agreements, mainly focused on renewable energy, energy efficiency, and energy access in Senegal.
This partnership is also part of the broader “Compact with Africa” program initiated by Germany during the G20, underscoring Germany’s commitment to support structural reforms and energy dynamics in Senegal.
Ambitious Social and Economic Objectives
Beyond the energy dimension, German cooperation aims to promote job creation, especially for youth and women, and to improve economic conditions in Senegal. Strengthening the rule of law also involves a desire to enhance governance and establish a modern public administration, which will foster a climate more favorable to sustainable investments.
