Khalil Dinguizli has been appointed the first Head of Mission of the European Bank for Reconstruction and Development (EBRD) in Dakar.
Senegal became an official member of the EBRD in 2025, marking the start of the bank’s operations in the country.
With extensive experience within the bank, Dinguizli led missions in Tunisia and Lebanon, overseeing major projects to support the economy and the private sector. His mission in Dakar is to establish the bank’s presence and lead projects that promote sustainable, inclusive, and digital growth.
This establishment is part of the EBRD’s expansion in sub-Saharan Africa, decided in 2023 at the annual meeting in Samarkand. Since 1991, the bank has invested more than €215 billion, nearly 80% of which is in the private sector.
