The budget prepared with economic stakeholders
The preparation of the 2026 state budget began with a dialogue between public authorities and representatives of the private sector.
This meeting was held in Antananarivo on July 21, 2025, as part of the preparation of the 2026 Initial Finance Bill (PLFI 2026). Several ministries participated in this discussion, including the Ministry of Economy and Finance, the Ministry of Industrialization and Trade, the Ministry of Energy and Hydrocarbons, and the Economic Development Board of Madagascar (EDBM). Representatives of businesses and economic organizations also made their voices heard. According to the official press release, the objective of this meeting was to allow the private sector to share its opinions and suggestions for improving the budget.
Discussions focused on taxation, public spending, economic priorities, and ways to encourage investment. The government hopes that the 2026 budget will better respond to realities on the ground while respecting the balance of public finances.
This dialogue is not new. Several discussions have already taken place since March 2025. The authorities shared the list of existing tax measures with private groups. Further technical meetings were held on July 16 and 17 to further the discussions. The proposals received on July 21 will be analyzed by the Council of Ministers, with a view to their possible inclusion in the final draft of the 2026 PLFI.
