Infrastructure at the heart of priorities
Madagascar obtains USD 14 million in non-refundable financing from the African Development Bank (AfDB).
The announcement was made on August 18, 2025, during a meeting between Kennedy Mbekeani, Director General for Infrastructure at the AfDB, and Rindra Hasimbelo Rabarinirinarison, Malagasy Minister of Economy and Finance.
This financing is intended for several important projects. USD 1 million will be used to review the law on public-private partnerships (PPPs) and establish new financing methods adapted to the current situation. Another million will be used to encourage women to participate more in decision-making and to hold leadership positions.
The majority of the financing, USD 12.72 million, will be dedicated to strengthening the country’s resilience to natural disasters. Madagascar is often affected by cyclones, floods, and other climatic events.
The AfDB also reaffirmed its support for infrastructure projects. The CEO highlighted the importance of the construction of the highway linking Antananarivo to Toamasina, the country’s main port. Nearly 370 kilometers long, this road is considered a strategic axis for trade and economic development.
A technical mission from the Bank will soon arrive to discuss this project in more detail. This financing is part of its overall strategy, which aims to support African countries in sustainable development, the fight against poverty, and strengthening economic resilience.
For the Malagasy government, this support represents an opportunity to modernize its infrastructure and improve the lives of its population.
