Madagascar – USA: Discussion on the future of AGOA

Ntsay Christian meets with the Carnegie Endowment in Luanda

The reform of the AGOA (African Growth and Opportunity Act) was the focus of discussions between Madagascar and the United States during a strategic meeting held on June 22, 2025, in Luanda, Angola.

Malagasy Prime Minister Ntsay Christian, on an official visit, met with Zeinab Usman, Director of the Africa Program at the Carnegie Endowment for International Peace, a leading research center based in Washington, D.C. This meeting aimed to outline a long-term vision for strengthening economic cooperation between the two countries.

This included adapting the AGOA framework to the new challenges of international trade, while promoting trade, investment, and industrial development in Madagascar.

Accompanied by the Minister of Industry and Trade, David Ralambofiringa, and the Ambassador of Madagascar to Washington, Rakotomalala Lantosoa, the Prime Minister highlighted the country’s commitment to a climate conducive to major investments.

According to the official statement, the discussions also focused on the sustainable exploitation of critical minerals, strategic resources that have become essential in global value chains.
