A Customs Partnership to Boost Malagasy Trade

In the midst of a rapid transformation in global trade, Madagascar and China have formalized a strategic rapprochement in the customs sector.

From May 14 to 16, a Chinese delegation led by Wang Lingjun, Vice Minister of the General Administration of Customs of China, paid an official visit to Antananarivo.

Welcomed by Dr. Lainkana Zafivanona Ernest, Director General of Malagasy Customs, the delegation was received at the Customs headquarters in Antananarivo. The objective of this mission is to lay the foundations for lasting, mutually beneficial technical cooperation between the two administrations.

“We are here to explore all possibilities for establishing effective and lasting cooperation between Chinese and Malagasy Customs,” Wang Lingjun said during the meeting.

The discussions focused on three major areas: trade facilitation, reducing administrative barriers, and strengthening technical and information exchange. These priorities are reflected in an international context marked by economic instability, but also by a shared desire to strengthen bilateral partnerships.

This initiative is fully integrated into the Malagasy Customs Service’s 2025–2029 Strategic Plan, which aims for performance, innovation, and international openness. Madagascar sees this as an opportunity to better integrate into global trade flows and attract more foreign investment.
