President Herminie unveils his plan for economic and social reforms

Improved Incomes for Civil Servants

The President of Seychelles, Dr. Patrick Herminie, presented an economic and social reform program in his inaugural address to the National Assembly on November 14, 2025.

The measures aim to strengthen governance, support social development, and stimulate inclusive economic growth.

The government is reintroducing the long-term allowance and granting an unconditional 13th-month salary to public sector employees. Small businesses will receive enhanced support, while tip allowances will increase based on employee seniority. These initiatives seek to improve citizens’ daily lives and boost the local economy.

For young people and students, targeted actions will be introduced starting in 2026. Students from Praslin and La Digue enrolled in vocational programs on Mahé will receive a one-time allowance. The unemployment assistance program will resume, offering advice, training, and financial support to job seekers.

The Department for Poverty Alleviation will relaunch its operations, double the national budget for housing repairs, and support beneficiary households with a decent income.

The Head of State also announced reforms in the areas of social security and pensions. The environmental sustainability tax will be eliminated for visitors staying in small establishments, the retirement age will be lowered to 63, and monthly pension benefits will increase starting in January 2026.

The government is acquiring a significant stake in Nouvobanq and will allocate the proceeds to strengthening the Seychelles Pension Fund.

To enhance transparency and accountability, new commissions of inquiry will be established. The Seychelles News Agency will resume operations, and legislation will mandate the declaration of assets by politicians and their families.

A Mental Health Authority and the reinstatement of APDAR will intensify the fight against drug addiction, accompanied by anti-drug operations targeting maritime trafficking.
