Modernization through Specialized Training
For three weeks, Malagasy Customs officials are participating in a training program on “rules of origin,” organized in partnership with the World Customs Organization (WCO).
The workshop officially opened on May 18, 2026, at the City of Cultures in Antaninarenina, as part of the “Origin Africa” project, supported by the WCO and the European Union.
This third session, launched in 2023, is part of the Malagasy Customs’ 2025-2029 Strategic Plan. It supports the gradual establishment of a specialized unit dedicated to rules of origin. The customs administration aims to strengthen the technical skills of its agents. The institution seeks to better regulate trade and meet the requirements of international agreements.
Rules of origin make it possible to identify the country of manufacture of a product and determine the applicable tariff advantages in trade. Within the framework of the AfCFTA, a thorough understanding of these rules facilitates trade between African countries and strengthens the continent’s economic integration.
During the training, participants study practical case studies. The officers also analyze production processes and visit companies. These activities help them better understand the certification of origin of goods and the control of trade operations.
The Director General of Customs, Antoine Randrianjafy, emphasizes that this initiative supports the modernization of the customs administration. It also contributes to strengthening the technical skills of customs officers and improves the support provided to economic operators.
