Le gouvernement malgache, via une communication officielle le 1er novembre 2025, a pris la d\u00e9cision de ne pas exercer la pr\u00e9sidence tournante de la SADC, alors que l\u2019ancien Pr\u00e9sident Andry Rajoelina devait en principe en prendre la t\u00eate jusqu’en juillet 2026. Cette renonciation d\u00e9coule du fait que le pays faisait face \u00e0 une vague de manifestations et \u00e0 une crise politique majeure depuis septembre, entra\u00eenant la dissolution des principales institutions \u00e9tatiques par les forces arm\u00e9es.<\/p>\n

Un recentrage sur la refondation nationale<\/h2>\n

Face \u00e0 l’instabilit\u00e9, les nouvelles autorit\u00e9s malgaches affichent leur volont\u00e9 de tourner la page institutionnelle et d’entamer un vaste processus de refondation. L’objectif est la r\u00e9daction d’une nouvelle constitution, l’instauration de bases d\u00e9mocratiques plus solides, et la pr\u00e9paration de textes \u00e9lectoraux et r\u00e9f\u00e9rendums pour une organisation des \u00e9lections dans un d\u00e9lai annonc\u00e9 de deux ans. Ce processus doit rassembler l’ensemble des forces vives de la nation, favoriser le dialogue et obtenir le soutien des partenaires bilat\u00e9raux et multilat\u00e9raux.<\/p>\n

R\u00e9actions de la SADC et implications r\u00e9gionales<\/h2>\n

La SADC a pris acte de la d\u00e9cision malgache avec pr\u00e9occupation, rappelant la gravit\u00e9 de la situation et son attachement aux principes de paix, d’unit\u00e9 et de gouvernance d\u00e9mocratique. L’organisation r\u00e9gionale a appel\u00e9 toutes les parties \u00e0 participer \u00e0 la retenue, au dialogue pacifique et au respect du processus institutionnel engag\u00e9 pour \u00e9viter une crise prolong\u00e9e et pr\u00e9server la coh\u00e9sion r\u00e9gionale. La Tro\u00efka de la SADC assure d\u00e8s lors l’int\u00e9rim de la pr\u00e9sidence pour garantir la continuit\u00e9 des travaux et le maintien de la stabilit\u00e9 institutionnelle.<\/p>\n

Enjeux g\u00e9opolitiques et diplomatiques<\/h2>\n

Le retrait de Madagascar de la pr\u00e9sidence de la SADC marque un tournant dans la diplomatie r\u00e9gionale. D’un r\u00f4le central dans la promotion de la stabilit\u00e9 et de l’int\u00e9gration \u00e9conomique, la Grande \u00cele se concentre d\u00e9sormais sur ses d\u00e9fis internes, tout en gardant la porte ouverte \u00e0 la coop\u00e9ration internationale pour l’accompagnement du processus de refondation. Ce choix, s’il affaiblit temporairement son influence r\u00e9gionale, souligne sa priorit\u00e9 \u00e0 la reconstruction nationale.<\/p>\n
