Cette initiative a \u00e9t\u00e9 officiellement annonc\u00e9e et discut\u00e9e lors d\u2019une rencontre minist\u00e9rielle tenue le 23 mai 2025 \u00e0 Bamako. Cela marque une \u00e9tape d\u00e9cisive dans la construction institutionnelle et \u00e9conomique de la Conf\u00e9d\u00e9ration des \u00c9tats du Sahel (AES).<\/b><\/p>\n<h2>Objectifs et missions de la BCID-AES<\/h2>\n<p>La BCID-AES a pour mission principale de financer de mani\u00e8re autonome les projets structurants dans la r\u00e9gion, en particulier dans des secteurs strat\u00e9giques tels que :<\/p>\n<ul>\n<li>L\u2019\u00e9nergie<\/li>\n<li>Les transports<\/li>\n<li>L\u2019agriculture<\/li>\n<li>Les infrastructures (routes, chemins de fer, centrales \u00e9lectriques)<\/li>\n<\/ul>\n<p>L\u2019objectif est de soutenir un d\u00e9veloppement durable adapt\u00e9 aux r\u00e9alit\u00e9s locales et de renforcer l\u2019int\u00e9gration \u00e9conomique et la souverainet\u00e9 financi\u00e8re des \u00c9tats membres. La banque vise \u00e0 mobiliser des ressources financi\u00e8res importantes pour catalyser le d\u00e9veloppement d\u2019infrastructures essentielles, d\u00e9senclaver les territoires, stimuler la production agricole et industrielle, et am\u00e9liorer les conditions de vie des populations sah\u00e9liennes.<\/p>\n<h2>Contexte et port\u00e9e politique<\/h2>\n<p>L\u2019AES est n\u00e9e en septembre 2023 dans un contexte de tensions avec la CEDEAO. Initialement con\u00e7ue comme une alliance de d\u00e9fense mutuelle, elle s\u2019est rapidement transform\u00e9e en un projet politique et \u00e9conomique ambitieux. L\u2019objectif est de construire un espace \u00e9conomique autonome capable de financer ses propres priorit\u00e9s de d\u00e9veloppement. La cr\u00e9ation de la BCID-AES s\u2019inscrit dans cette dynamique d\u2019int\u00e9gration renforc\u00e9e, apr\u00e8s le retrait des pays de la CEDEAO.<\/p>\n<h2>Gouvernance et d\u00e9fis<\/h2>\n<p>Le succ\u00e8s de la BCID-AES d\u00e9pendra d\u2019une gouvernance rigoureuse, transparente et efficace. Les \u00c9tats membres doivent mettre en place des structures de gestion solides pour garantir la cr\u00e9dibilit\u00e9 de la banque aupr\u00e8s des investisseurs et assurer la bonne utilisation des ressources.<\/p>\n<p>Le capital initial de la banque est de 500 milliards de francs CFA, mais il faudra sans doute attirer des investisseurs priv\u00e9s pour r\u00e9pondre aux besoins colossaux de la r\u00e9gion.
