Le Ghana et la Gambie ont conclu un accord historique dans le domaine des t\u00e9l\u00e9communications pour mettre en \u0153uvre l’initiative d’itin\u00e9rance gratuite de la CEDEAO. Ce partenariat, \u00e9tabli par le minist\u00e8re ghan\u00e9en des Communications et de la Num\u00e9risation, les op\u00e9rateurs de r\u00e9seaux mobiles et l’Autorit\u00e9 nationale des communications, vise \u00e0 r\u00e9volutionner les communications transfrontali\u00e8res entre les deux pays.<\/b><\/p>\n

D\u00e9velopper des t\u00e9l\u00e9communications abordables en Afrique de l’Ouest<\/h2>\n

L\u2019accord, formalis\u00e9 par un protocole d\u2019accord, ouvre la voie \u00e0 des discussions techniques et r\u00e9glementaires. Ces pr\u00e9paratifs aboutiront au lancement de la r\u00e9glementation sur l\u2019itin\u00e9rance de la CEDEAO au cours du premier semestre 2025.<\/p>\n

Le professeur Ezer Osei Yeboah-Boateng, directeur g\u00e9n\u00e9ral adjoint des op\u00e9rations techniques du Ghana, souligne que cette collaboration est essentielle \u00e0 l’int\u00e9gration r\u00e9gionale. Le Ghana a d\u00e9j\u00e0 conclu des accords similaires avec le B\u00e9nin, le Togo et la C\u00f4te d’Ivoire, d\u00e9montrant ainsi sa volont\u00e9 de d\u00e9velopper des t\u00e9l\u00e9communications abordables en Afrique de l’Ouest. Le directeur g\u00e9n\u00e9ral adjoint de l’Autorit\u00e9 de r\u00e9gulation des services publics de Gambie, Solo Sima, a soulign\u00e9 le potentiel de l’initiative \u00e0 g\u00e9n\u00e9rer des emplois et des opportunit\u00e9s \u00e9conomiques. Il souligne l’importance de maintenir une r\u00e9glementation flexible et ax\u00e9e sur le client tout en s’adaptant aux technologies \u00e9mergentes comme la 5G.<\/p>\n

Engagement en faveur de la protection des consommateurs<\/h2>\n

En vertu de cet accord, les citoyens voyageant entre les pays participants b\u00e9n\u00e9ficieront d’avantages consid\u00e9rables. Parmi ces avantages figurent des tarifs locaux pour les appels vocaux et les services SMS, ce qui \u00e9limine les frais d’itin\u00e9rance on\u00e9reux. De plus, les voyageurs recevront des appels entrants gratuitement et auront acc\u00e8s aux services Internet aux tarifs locaux.<\/p>\n

L’implication de l’Autorit\u00e9 nationale des communications refl\u00e8te son engagement continu en faveur de la protection des consommateurs et de l’int\u00e9gration r\u00e9gionale. L’organisation a d\u00e9j\u00e0 mis en \u0153uvre diverses mesures favorables aux consommateurs, notamment la r\u00e9glementation sur la puissance significative sur le march\u00e9, l’enregistrement des cartes SIM et la portabilit\u00e9 des num\u00e9ros mobiles.<\/p>\n

Suppression des frais de roaming dans la t\u00e9l\u00e9phonie<\/h2>\n

Cette d\u00e9marche, financ\u00e9e par la CEDEAO, fait partie d’une dynamique r\u00e9gionale destin\u00e9e \u00e0 favoriser les \u00e9changes et \u00e0 consolider l’int\u00e9gration \u00e9conomique<\/a>. Cet accord est pr\u00e9vu pour entrer en application au premier semestre 2025.<\/p>\n

Le Ghana a d\u00e9j\u00e0 d\u00e9montr\u00e9 une grande implication dans la promotion de l’itin\u00e9rance sans frais. Ce pays a ainsi conclu des ententes similaires en C\u00f4te d’Ivoire, au B\u00e9nin et au Togo. Il y a quelques jours, le Mali, le Burkina Faso et le Niger ont \u00e9galement d\u00e9clar\u00e9 que les frais de roaming dans l’espace AES seront supprim\u00e9s d\u00e8s janvier 2025. L’introduction graduelle du roaming sans frais dans la zone est une bonne nouvelle pour les touristes et les r\u00e9sidents locaux.<\/p>\n

Cette nouvelle mesure permettra de r\u00e9duire les co\u00fbts de communication, de faciliter les \u00e9changes et de renforcer les liens entre les pays de la CEDEAO.<\/p>\n

Renforcer la coop\u00e9ration r\u00e9gionale pour tous les citoyen<\/h2>\n

Les innovations techniques sont \u00e9galement au c\u0153ur de la mission de la NCA. Avec des mises en \u0153uvre telles que la fr\u00e9quence UMTS 900, les syst\u00e8mes de v\u00e9rification de facturation et la neutralit\u00e9 technologique. Ces avanc\u00e9es soutiennent les droits fondamentaux garantis par la loi NCA.<\/p>\n

Cette collaboration repr\u00e9sente bien plus qu\u2019une r\u00e9duction des co\u00fbts : elle symbolise un engagement en faveur de la cr\u00e9ation d\u2019une Afrique de l\u2019Ouest unifi\u00e9e o\u00f9 la communication facilite le tourisme, la croissance \u00e9conomique et l\u2019unit\u00e9 r\u00e9gionale. L\u2019extension de ces avantages aux voyageurs entre le Ghana et la Gambie renforcera la coop\u00e9ration r\u00e9gionale et am\u00e9liorera l\u2019accessibilit\u00e9 pour tous les citoyens.<\/p>\n
