L\u2019Afrique ne compte que 53 % de routes pav\u00e9es, ce qui emp\u00eache des millions de personnes d\u2019acc\u00e9der aux services essentiels. La BAD estime que le d\u00e9veloppement de corridors r\u00e9gionaux devrait \u00eatre compl\u00e9t\u00e9 par des postes fronti\u00e8res \u00e0 guichet unique pour stimuler les \u00e9changes commerciaux.<\/b><\/p>\n<h2>R\u00e9soudre le d\u00e9ficit d\u2019infrastructures routi\u00e8res<\/h2>\n<p>Le d\u00e9ficit d\u2019infrastructures routi\u00e8res en Afrique engendre des co\u00fbts de production et de transaction \u00e9lev\u00e9s. Ces goulets d\u2019\u00e9tranglement doivent \u00eatre r\u00e9solus pour exploiter les opportunit\u00e9s envisag\u00e9es dans le cadre de la Zone de libre-\u00e9change continentale africaine (ZLECA). Le rapport \u00ab <a href=\"https:\/\/www.afdb.org\/en\/documents\/cross-border-road-corridors-expanding-market-access-africa-and-nurturing-continental-integration\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">Les corridors routiers transfrontaliers \u00e9largissent l&rsquo;acc\u00e8s aux march\u00e9s en Afrique et favorisent l&rsquo;int\u00e9gration continentale<\/a> \u00bb indique deux points importants :<\/p>\n<ul>\n<li>80 % des marchandises et 90 % du trafic de passagers se font par les routes<\/li>\n<li>Seulement 43 % de la population africaine a acc\u00e8s \u00e0 une route praticable en toute saison<\/li>\n<\/ul>\n<p>Selon le Fonds mon\u00e9taire international, la population africaine atteindra 2,5 milliards de personnes d&rsquo;ici 2050.<\/p>\n<p><img decoding=\"async\" src=\"\/wp-content\/uploads\/notion_attachments\/78229\/file1721246436669822e420dc9transformation-economique-de-l-afrique-la-problematique-des-infrastructures-976x549-graphe_blog_rectangle_web-fr.webp\" \/><\/p>\n<h2>L\u2019importance strat\u00e9gique des corridors r\u00e9gionaux<\/h2>\n<p>La session \u00ab <i>Corridors r\u00e9gionaux : la qu\u00eate de l\u2019int\u00e9gration de l\u2019Afrique<\/i> \u00bb a \u00e9t\u00e9 marqu\u00e9e par une table ronde sur l\u2019importance strat\u00e9gique des corridors r\u00e9gionaux pour relier l\u2019Afrique. Parmi les intervenants figuraient des responsables politiques du gouvernement, des communaut\u00e9s \u00e9conomiques r\u00e9gionales, des partenaires au d\u00e9veloppement et des prestataires de services du secteur priv\u00e9.<\/p>\n<p>Le pr\u00e9sident de la BAD, Dr Akinwumi A. Adesina, appelle \u00e0 des efforts concert\u00e9s pour acc\u00e9l\u00e9rer <a href=\"https:\/\/www.capmad.com\/fr\/diplomatie-fr\/les-dirigeants-du-g7-reaffirment-leur-soutien-au-developpement-de-lafrique\/\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">l\u2019int\u00e9gration des \u00e9conomies africaines<\/a>. Dr Adesina a \u00e9galement appel\u00e9 \u00e0 la r\u00e9duction des co\u00fbts de transport, \u00e0 la connexion des pays enclav\u00e9s aux pays c\u00f4tiers, ainsi qu\u2019\u00e0 l\u2019am\u00e9lioration du commerce r\u00e9gional et de la comp\u00e9titivit\u00e9.<\/p>\n<p>\u00ab <i>C\u2019est l\u2019Afrique que nous voulons : une Afrique enti\u00e8rement interconnect\u00e9e, utilisant des infrastructures de corridors r\u00e9gionaux et des instruments de financement r\u00e9gionaux innovants, pour lib\u00e9rer les opportunit\u00e9s \u00e9conomiques et assurer la comp\u00e9titivit\u00e9 des cha\u00eenes de valeur nationales et r\u00e9gionales. Une Afrique bien connect\u00e9e sera une Afrique plus comp\u00e9titive<\/i> \u00bb.<\/p>\n<p>Les trois domaines prioritaires pour le d\u00e9veloppement de corridors r\u00e9gionaux \u00e0 travers l\u2019Afrique :<\/p>\n<ul>\n<li>Consacrer des m\u00e9canismes de financement communs aux projets de corridors<\/li>\n<li>Construire des zones industrielles sp\u00e9ciales autour des corridors<\/li>\n<li>Optimiser les infrastructures existantes<\/li>\n<\/ul>\n<p><b>La BAD a investi plus de 44 milliards USD <\/b>au cours des sept derni\u00e8res ann\u00e9es pour d\u00e9velopper les corridors routiers, les ports et les chemins de fer pour relier les pays entre eux et stimuler le commerce. Lors de la derni\u00e8re s\u00e9rie d&rsquo;engagements, le Dr Adesina a d\u00e9clar\u00e9 que la BAD contribuerait \u00e0 hauteur de 500 millions USD. Cet investissement va servir au d\u00e9veloppement du corridor strat\u00e9gique de Lobito pour relier l&rsquo;Angola, la Zambie et la R\u00e9publique d\u00e9mocratique du Congo, reliant les mines au port d&rsquo;Angola.<\/p>\n<h2>Projets d\u2019infrastructures cl\u00e9s en Afrique<\/h2>\n<p>D\u2019autres projets incluent :<\/p>\n<ul>\n<li>Le Desert-to-Power de 20 milliards USD visant \u00e0 d\u00e9velopper 10 GW d\u2019\u00e9nergie solaire.<\/li>\n<li>Le syst\u00e8me de transport du corridor Mozambique-Beira.<\/li>\n<li>Le pont Kazungula de 259 millions USD, qui a d\u00e9j\u00e0 \u00e9t\u00e9 mis en service.<\/li>\n<li>Le projet ferroviaire et portuaire de Nacala au Mozambique de 2,7 milliards USD.<\/li>\n<li>L\u2019autoroute Lagos-Abidjan, qui n\u00e9cessite un investissement de 15,2 milliards USD.<\/li>\n<\/ul>\n<p>En 2022, la BAD finance 25 corridors de transport, construit plus de 18 000 km de routes, 27 postes fronti\u00e8res et 16 ponts pour 13,5 milliards USD. Danae Pauli, conseill\u00e8re principale du Partenariat pour les infrastructures et les investissements mondiaux (PGII), a d\u00e9clar\u00e9 que l&rsquo;implication de son gouvernement dans le projet refl\u00e8te son engagement \u00e0 \u00e9tablir des partenariats avec les nations et les institutions africaines.<\/p>\n<p>\u00ab <i>Notre objectif n\u2019est pas de construire des routes pour des routes, mais de catalyser les investissements dans de multiples secteurs pour stimuler la croissance \u00e9conomique et am\u00e9liorer la vie des gens<\/i> \u00bb, a-t-elle d\u00e9clar\u00e9, pr\u00e9voyant que le projet pourrait \u00eatre op\u00e9rationnel d\u2019ici 2028.<\/p>\n<p>Le d\u00e9veloppement du corridor de Lobito implique une collaboration entre l&rsquo;Africa Finance Corporation (AFC), les \u00c9tats-Unis, l&rsquo;UE, la BAD et les gouvernements de l&rsquo;Angola et de la R\u00e9publique d\u00e9mocratique du Congo (RDC). Une fois termin\u00e9, le corridor de Lobito promet d&rsquo;am\u00e9liorer les opportunit\u00e9s d&rsquo;exportation pour la Zambie, l&rsquo;Angola et la RDC, de faciliter la circulation des marchandises et d&rsquo;am\u00e9liorer la mobilit\u00e9 des citoyens.<\/p>\n<p>Le projet Lobito pr\u00e9voit la construction d&rsquo;environ 550 kilom\u00e8tres de voies ferr\u00e9es. La ligne partira de la fronti\u00e8re de Jimbe jusqu&rsquo;\u00e0 Chingola, dans la ceinture de cuivre zambienne.
