{"id":111784,"date":"2026-06-04T00:00:00","date_gmt":"2026-06-03T21:00:00","guid":{"rendered":"https:\/\/www.capmad.com\/cote-divoire-locomotive-de-luemoa-ou-modele-a-reinventer\/"},"modified":"2026-06-04T11:01:07","modified_gmt":"2026-06-04T08:01:07","slug":"cote-divoire-locomotive-de-luemoa-ou-modele-a-reinventer","status":"publish","type":"post","link":"https:\/\/www.capmad.com\/fr\/economie-fr\/cote-divoire-locomotive-de-luemoa-ou-modele-a-reinventer\/","title":{"rendered":"C\u00f4te d&rsquo;Ivoire : locomotive de l&rsquo;UEMOA ou mod\u00e8le \u00e0 r\u00e9inventer ?"},"content":{"rendered":"<p>La question n&rsquo;est pas de savoir si l&rsquo;\u00e9conomie ivoirienne est performante \u2014 les chiffres ne laissent gu\u00e8re de doute \u2014 mais de comprendre\u00a0<i>pourquoi<\/i>\u00a0elle surperforme ses pairs et\u00a0<i>\u00e0 quelles conditions<\/i>\u00a0cette avance peut devenir irr\u00e9versible.<\/p>\n<h2><b>Un socle macro que l&rsquo;Afrique subsaharienne lui envie<\/b><\/h2>\n<p>Depuis plus d&rsquo;une d\u00e9cennie, la C\u00f4te d&rsquo;Ivoire affiche une r\u00e9gularit\u00e9 de croissance rare sur le continent.\u00a0<a href=\"https:\/\/oeildafrique.com\/2026\/04\/25\/croissance-economique-en-cote-divoire-entre-performances-macro-et-fragilites-structurelles\/\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">L&rsquo;Observateur<\/a>\u00a0rappelle qu&rsquo;entre 2012 et 2020, la croissance a atteint en moyenne\u00a0<b>\u00a08,2 %\u00a0<\/b>, avant de se stabiliser autour de\u00a0<b>\u00a06,5 %\u00a0<\/b>\u00a0apr\u00e8s la pand\u00e9mie. En 2024, le pays affichait\u00a0<b>6 %<\/b>\u00a0\u2014 au-dessus des moyennes mondiale (<b>2,8 %<\/b>) et r\u00e9gionale (<b>3,2 %<\/b>), selon la\u00a0<a href=\"https:\/\/www.worldbank.org\/en\/country\/cotedivoire\/overview\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">Banque mondiale<\/a>.<\/p>\n<p>Cette r\u00e9silience repose sur plusieurs piliers simultan\u00e9s : un secteur priv\u00e9 dynamique, une inflation contenue, et des r\u00e9formes budg\u00e9taires conduites sous supervision du Fonds mon\u00e9taire international (FMI).\u00a0<a href=\"https:\/\/www.coface.com\/news-economy-and-insights\/business-risk-dashboard\/country-risk-files\/cote-d-ivoire\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">Coface<\/a>\u00a0note qu&rsquo;en mars 2026, la Banque centrale des \u00c9tats de l&rsquo;Afrique de l&rsquo;Ouest (BCEAO) a abaiss\u00e9 son taux directeur \u00e0\u00a0<b>3,00 %<\/b>, profitant d&rsquo;une inflation UEMOA ma\u00eetris\u00e9e en d\u00e9but d&rsquo;ann\u00e9e.<\/p>\n<h2><b>L&rsquo;atout p\u00e9trolier : de la promesse \u00e0 l&rsquo;actif bankable<\/b><\/h2>\n<p>L&rsquo;histoire \u00e9nerg\u00e9tique ivoirienne est en train de s&rsquo;\u00e9crire \u00e0 une vitesse inhabituelle pour un pays p\u00e9trolier \u00e9mergent. Le gisement Baleine \u2014 d\u00e9couvert en 2021 par Eni en partenariat avec\u00a0<a href=\"https:\/\/news.abidjan.net\/articles\/747484\/cote-divoire-la-petroci-leve-200-milliards-fcfa-pour-le-gisement-geant-baleine\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">PETROCI Holding<\/a>, la compagnie nationale \u2014 est consid\u00e9r\u00e9 comme la plus grande d\u00e9couverte d&rsquo;hydrocarbures jamais r\u00e9alis\u00e9e dans le bassin s\u00e9dimentaire ivoirien. Ses r\u00e9serves estim\u00e9es atteignent\u00a0<b>\u00a02,5 milliards\u00a0\u00a0de barils<\/b>\u00a0de p\u00e9trole brut et\u00a0<b>3 300 milliards de pieds cubes<\/b>\u00a0de gaz naturel, selon\u00a0<a href=\"https:\/\/news.abidjan.net\/articles\/747484\/cote-divoire-la-petroci-leve-200-milliards-fcfa-pour-le-gisement-geant-baleine\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">Abidjan.net<\/a>.<\/p>\n<p>Le 9 avril 2026, PETROCI a franchi une \u00e9tape d\u00e9cisive : la soci\u00e9t\u00e9 a mobilis\u00e9\u00a0<b>\u00a0\u00a0200 milliards\u00a0\u00a0\u00a0FCFA<\/b>\u00a0aupr\u00e8s d&rsquo;un pool de cinq banques \u2014 Ecobank, BNI, BNI Finances, Coris Bank et BOA \u2014 pour financer la Phase 2 du projet.\u00a0<a href=\"https:\/\/www.sikafinance.com\/marches\/cote-divoire-petroci-mobilise-200-milliards-fcfa-pour-securiser-ses-nouveaux-investissements-dans-le-champ-baleine_60978\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">Sika Finance<\/a>\u00a0souligne que cette lev\u00e9e intervient dans la foul\u00e9e d&rsquo;une nouvelle d\u00e9couverte p\u00e9troli\u00e8re \u2014 le champ Calao South, dans le bloc CI-501 \u2014 annonc\u00e9e en f\u00e9vrier 2026. L&rsquo;investissement total sur l&rsquo;ensemble du projet Baleine est estim\u00e9 \u00e0\u00a0<b>10 milliards USD<\/b>, selon le\u00a0<a href=\"https:\/\/www.energie.gouv.ci\/actualite\/le-premier-ministre-lance-la-production-du-gisement-baleine\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">minist\u00e8re ivoirien de l&rsquo;\u00c9nergie<\/a>.<\/p>\n<p>Ce qui distingue Baleine d&rsquo;un simple gisement de rente, c&rsquo;est sa dimension strat\u00e9gique triple : am\u00e9lioration de la balance commerciale \u00e9nerg\u00e9tique, r\u00e9duction de la d\u00e9pendance aux importations d&rsquo;hydrocarbures, et premi\u00e8re infrastructure p\u00e9troli\u00e8re africaine certifi\u00e9e\u00a0<i>net-z\u00e9ro<\/i>\u00a0sur les \u00e9missions de scope 1 et 2 \u2014 un argument commercial aupr\u00e8s des investisseurs ESG qui p\u00e8se de plus en plus.<\/p>\n<h2><b>La BRVM, thermom\u00e8tre d&rsquo;une confiance r\u00e9gionale b\u00e2tie \u00e0 Abidjan<\/b><\/h2>\n<p>Abidjan abrite le si\u00e8ge de la Bourse r\u00e9gionale des valeurs mobili\u00e8res (BRVM), la plateforme commune aux huit \u00c9tats membres de l&rsquo;UEMOA (Union \u00e9conomique et mon\u00e9taire ouest-africaine). C&rsquo;est un avantage institutionnel souvent sous-estim\u00e9 : la capitale \u00e9conomique ivoirienne est, de fait, le centre nerveux financier de toute une sous-r\u00e9gion de\u00a0\u00a0\u00a0130 million\u00a0s\u00a0\u00a0d&rsquo;habitants.<\/p>\n<p>Les chiffres de fin 2025 illustrent cette centralit\u00e9.\u00a0<a href=\"https:\/\/www.aip.ci\/303512\/cote-divoire-aip-marche-financier-regional-la-bourse-boucle-2025-sur-une-hausse-historique-de-2526\/\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">L&rsquo;Agence ivoirienne de presse (AIP)<\/a>\u00a0rapporte que la BRVM a cl\u00f4tur\u00e9 l&rsquo;exercice 2025 sur une progression annuelle de\u00a0<b>\u00a025,26 %\u00a0<\/b>, portant la hausse cumul\u00e9e de son indice composite \u00e0\u00a0<b>99,15 %<\/b>\u00a0sur cinq ans. La capitalisation totale \u2014 actions et obligations \u2014 atteint\u00a0<b>\u00a0\u00a024 781 milliards\u00a0\u00a0\u00a0FCFA<\/b>, soit\u00a0<b>\u00a018,\u00a037 %\u00a0\u00a0<\/b>\u00a0du PIB de l&rsquo;UEMOA, ce qui classe la bourse dans le\u00a0<i>top 5<\/i>\u00a0africain. Au sein de cet ensemble, la C\u00f4te d&rsquo;Ivoire domine avec\u00a0<b>34 soci\u00e9t\u00e9s cot\u00e9es<\/b>\u00a0et une capitalisation actions de\u00a0<b>8 412 milliards FCFA<\/b>, selon\u00a0<a href=\"https:\/\/connectionivoirienne.net\/2026\/01\/22\/marche-financier-de-luemoa-plus-de-4-200-milliards-fcfa-mobilises-en-2025-un-record-historique-pour-la-brvm\/\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">Connectionivoirienne.net<\/a>.<\/p>\n<p>Sur le march\u00e9 primaire, le record est encore plus parlant :\u00a0<a href=\"https:\/\/www.aip.ci\/308601\/cote-divoire-aip-le-marche-financier-regional-de-luemoa-mobilise-plus-de-4-200-milliards-fcfa-en-2025-dg-de-la-brvm\/\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">l&rsquo;AIP<\/a>\u00a0note que le march\u00e9 r\u00e9gional a mobilis\u00e9\u00a0<b>\u00a04 204,7 milliards\u00a0\u00a0FCFA<\/b>\u00a0en 2025 \u2014 le niveau le plus \u00e9lev\u00e9 depuis la cr\u00e9ation de la bourse en 1996.<\/p>\n<h2><b>Le PND 2026-2030 : un pari sur le secteur priv\u00e9<\/b><\/h2>\n<p>Le nouveau Plan national de d\u00e9veloppement (PND 2026-2030), adopt\u00e9 \u00e0 l&rsquo;unanimit\u00e9 par le Parlement ivoirien, incarne la th\u00e8se centrale du gouvernement : la croissance des dix prochaines ann\u00e9es sera tir\u00e9e par le capital priv\u00e9, pas par la d\u00e9pense publique.\u00a0<a href=\"https:\/\/www.koaci.com\/article\/2026\/04\/14\/cote-divoire\/politique\/cote-divoire-le-pnd-2026-2030dun-cout-de-114000-milliards-fcfa-adopte-a-lunanimite-par-le-parlement-cap-sur-une-transformation-acceleree_195834.html\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">Koaci<\/a>\u00a0rappelle que le plan est dot\u00e9 d&rsquo;une enveloppe de\u00a0<b>\u00a0\u00a0114 000 milliards\u00a0\u00a0\u00a0FCFA<\/b>, dont\u00a0<b>\u00a0\u00a070,2 %\u00a0\u00a0<\/b>\u00a0\u00e0 la charge du secteur priv\u00e9 et\u00a0<b>\u00a029,8 %\u00a0<\/b>\u00a0pour le secteur public. L&rsquo;objectif affich\u00e9 est un taux de croissance annuel moyen de\u00a0<b>\u00a07,2 %\u00a0<\/b>\u00a0et un revenu par habitant de\u00a0<b>4 500 USD<\/b>\u00a0\u00e0 l&rsquo;horizon 2030.<\/p>\n<p>C&rsquo;est une rupture de philosophie budg\u00e9taire. Le PND pr\u00e9c\u00e9dent (2021-2025) visait lui aussi une croissance sup\u00e9rieure \u00e0 7 %, mais s&rsquo;appuyait sur une enveloppe d&rsquo;investissement public port\u00e9e aux trois quarts par l&rsquo;\u00c9tat. Le fait que le gouvernement inverse ce ratio \u2014 en demandant explicitement au secteur priv\u00e9 de financer les sept dixi\u00e8mes du plan \u2014 signale \u00e0 la fois une contrainte fiscale r\u00e9elle et une maturit\u00e9 croissante du tissu entrepreneurial ivoirien.<\/p>\n<h2><b>La fragilit\u00e9 qui ne se voit pas dans les titres<\/b><\/h2>\n<p>Les bons chiffres de croissance occultent une vuln\u00e9rabilit\u00e9 que les analystes connaissent bien : la concentration des exportations sur quelques mati\u00e8res premi\u00e8res dont les prix se forment \u00e0 Londres ou Chicago, pas \u00e0 Abidjan.\u00a0<a href=\"https:\/\/oeildafrique.com\/2026\/04\/25\/croissance-economique-en-cote-divoire-entre-performances-macro-et-fragilites-structurelles\/\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">Oeil d&rsquo;Afrique<\/a>\u00a0le documente avec pr\u00e9cision : le 4 mars 2026, le gouvernement a d\u00fb abaisser le prix bord champ du cacao de\u00a0<b>2 800 FCFA\/kg<\/b>\u00a0\u00e0\u00a0<b>1 200 FCFA\/kg<\/b>\u00a0\u2014 une chute de pr\u00e8s de\u00a0<b>\u00a060 %\u00a0<\/b>\u00a0pour les planteurs \u2014 en r\u00e9ponse \u00e0 l&rsquo;effondrement des cours mondiaux.\u00a0<a href=\"https:\/\/www.coface.com\/news-economy-and-insights\/business-risk-dashboard\/country-risk-files\/cote-d-ivoire\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">Coface<\/a>\u00a0pr\u00e9cise que les prix du cacao sont tomb\u00e9s autour de\u00a0<b>3 000 USD\/tonne<\/b>\u00a0en mars 2026, apr\u00e8s avoir atteint des sommets historiques.<\/p>\n<p>L&rsquo;autre fragilit\u00e9 est fiscale.\u00a0<a href=\"https:\/\/www.tresor.economie.gouv.fr\/Pays\/CI\/situation-economique-et-financiere\" target=\"_blank\" style=\"color: #eb612e\" rel=\"noopener\">La Direction g\u00e9n\u00e9rale du Tr\u00e9sor fran\u00e7ais<\/a>\u00a0note que les recettes fiscales atteignaient\u00a0<b>\u00a014,4 %\u00a0\u00a0du PIB<\/b>\u00a0en 2024 \u2014 en de\u00e7\u00e0 du seuil de convergence UEMOA fix\u00e9 \u00e0\u00a0<b>\u00a020 %\u00a0<\/b>\u00a0\u2014 et que le service de la dette absorbait plus de\u00a0<b>\u00a037 %\u00a0\u00a0des revenus<\/b>\u00a0en 2025. La marge de man\u0153uvre pour financer les ambitions du PND sans creuser le d\u00e9ficit reste \u00e9troite.<\/p>\n<h2><b>\u00c0 retenir<\/b><\/h2>\n<ul>\n<li>La C\u00f4te d&rsquo;Ivoire affiche une des rares s\u00e9quences de croissance longue et r\u00e9guli\u00e8re d&rsquo;Afrique subsaharienne, avec\u00a0<b>6 %<\/b>\u00a0en 2024 et une cible gouvernementale de\u00a0<b>\u00a06,7 %\u00a0<\/b>\u00a0pour 2026.<\/li>\n<li>Le gisement Baleine \u2014\u00a0<b>\u00a02,5 milliards\u00a0\u00a0de barils<\/b>\u00a0de r\u00e9serves estim\u00e9es,\u00a0<b>\u00a0\u00a0200 r\u00e9elle.<\/li>\n<li>L&rsquo;avantage comp\u00e9titif ivoirien reste vuln\u00e9rable \u00e0 un seul choc de prix sur le cacao : la diversification vers l&rsquo;industrie, les hydrocarbures et les
