Cet accord illustre la volont\u00e9 de renforcer un corridor strat\u00e9gique pour l\u2019approvisionnement du Sahel, en particulier via les ports ghan\u00e9ens.<\/p>\n<h2>Un corridor sous pression<\/h2>\n<p>Le corridor Ghana\u2013Mali est un axe vital pour les op\u00e9rateurs maliens, qui d\u00e9pendent en grande partie des ports du Ghana pour leurs importations. Pourtant, ce couloir commercial reste frein\u00e9 par des obstacles bien connus : frais de surestaries \u00e9lev\u00e9s, multiplication des contr\u00f4les, charges non transparentes, tracasseries sur la route et probl\u00e8mes de s\u00e9curit\u00e9.<\/p>\n<p>Ces contraintes r\u00e9duisent le co\u00fbt du transport et r\u00e9duisent la comp\u00e9titivit\u00e9 des marchandises \u00e0 destination du Mali et, plus largement, du Sahel.<\/p>\n<h2>Ce que pr\u00e9voit l\u2019accord<\/h2>\n<p>Le m\u00e9morandum sign\u00e9 \u00e0 Bamako vise \u00e0 renforcer la coop\u00e9ration entre la Ghana Shippers\u2019 Authority et le Conseil malien des chargeurs autour de quatre axes principaux : facilitation du commerce, coordination logistique, partage d\u2019informations et renforcement des capacit\u00e9s. L\u2019accord pr\u00e9voit aussi des recherches conjointes, l\u2019harmonisation des proc\u00e9dures de transit et la cr\u00e9ation d\u2019un comit\u00e9 technique mixte charg\u00e9 du suivi de la mise en \u0153uvre.<\/p>\n<p>Cette approche marque un passage d\u2019une coop\u00e9ration d\u00e9clarative \u00e0 une logique plus op\u00e9rationnelle, avec des m\u00e9canismes concrets de pilotage.<\/p>\n<h2>Un enjeu \u00e9conomique r\u00e9gional<\/h2>\n<p>Pour le Mali, un corridor plus fluide signifie des d\u00e9lais r\u00e9duits, des co\u00fbts d\u2019importation plus faibles et une meilleure s\u00e9curit\u00e9 d\u2019approvisionnement. Pour le Ghana, l\u2019enjeu est strat\u00e9gique : devenir une plateforme logistique de r\u00e9f\u00e9rence pour le trafic sah\u00e9lien et consolider son r\u00f4le de porte d\u2019entr\u00e9e maritime vers l\u2019hinterland.<\/p>\n<p>La signature intervient aussi dans un contexte o\u00f9 Accra cherche \u00e0 renforcer son attractivit\u00e9 logistique, notamment autour du terminal int\u00e9gr\u00e9 de Boankra et d\u2019une politique plus ambitieuse de facilitation du transit.<\/p>\n<h2>Des gains attendus mais pas automatiques<\/h2>\n<p>Les autorit\u00e9s ghan\u00e9ennes esp\u00e8rent que cette nouvelle coop\u00e9ration permettra de r\u00e9duire les co\u00fbts et d\u2019am\u00e9liorer la fluidit\u00e9 du corridor, avec une promesse de meilleure performance logistique pour les op\u00e9rateurs. Certaines estimations avanc\u00e9es par des acteurs du secteur \u00e9voquent des baisses substantielles du co\u00fbt total de transport via les ports ghan\u00e9ens, mais ces gains d\u00e9pendent de la mise en \u0153uvre effective des engagements.<\/p>\n<p>En pratique, l\u2019impact r\u00e9el reposera sur la lutte contre les barri\u00e8res non tarifaires, la discipline des contr\u00f4les routiers et la coordination entre administrations, transporteurs et chargeurs.<\/p>\n<h2>Un signal pour l\u2019int\u00e9gration sah\u00e9lienne<\/h2>\n<p>Au-del\u00e0 du seul bin\u00f4me Ghana\u2013Mali, cet accord envoie un message plus large sur l\u2019importance des corridors transfrontaliers pour l\u2019int\u00e9gration \u00e9conomique de l\u2019Afrique de l\u2019Ouest. Dans un contexte r\u00e9gional marqu\u00e9 par des tensions s\u00e9curitaires et des ruptures logistiques, la s\u00e9curisation des axes de transit devient un levier de stabilit\u00e9 \u00e9conomique.<\/p>\n<p>Si l\u2019accord est bien appliqu\u00e9, il pourrait servir de mod\u00e8le pour d\u2019autres corridors sah\u00e9liens confront\u00e9s aux m\u00eames probl\u00e8mes de
