Estim\u00e9 \u00e0 2,9 milliards USD, ce d\u00e9veloppement public-priv\u00e9 vise \u00e0 combler le d\u00e9ficit \u00e9nerg\u00e9tique face \u00e0 une demande qui explose, passant de 1 800 MW en 2018 \u00e0 plus de 2 400 MW en 2025.<\/p>\n<h2>Contexte \u00e9nerg\u00e9tique : une demande en pleine explosion<\/h2>\n<p>Le Kenya fait face \u00e0 une croissance record de la consommation \u00e9lectrique, port\u00e9e par l&rsquo;\u00e9lectrification rurale, l&rsquo;industrialisation et l&rsquo;essor des data centers. Le pic de demande a atteint 2 439 MW en d\u00e9cembre 2025, d\u00e9passant les capacit\u00e9s actuelles de 3 200 MW connect\u00e9es au r\u00e9seau national.<\/p>\n<p>La centrale de Dongo Kundu, aliment\u00e9e au GNL import\u00e9, permettra :<\/p>\n<ul>\n<li>D&rsquo;ajouter 300 MW d&rsquo;ici 2027 et 300 MW suppl\u00e9mentaires en 2028<\/li>\n<li>De stabiliser le r\u00e9seau lors des pics de consommation gr\u00e2ce \u00e0 la flexibilit\u00e9 du gaz<\/li>\n<li>De soutenir l&rsquo;objectif de 15 GW de capacit\u00e9 install\u00e9e d&rsquo;ici 2030<\/li>\n<\/ul>\n<h2>Localisation strat\u00e9gique \u00e0 Dongo Kundu<\/h2>\n<p>Le choix de Dongo Kundu, dans la zone \u00e9conomique sp\u00e9ciale de Mombasa, n&rsquo;est pas anodin. Cette plateforme industrielle en pleine expansion abrite d\u00e9j\u00e0 des usines et attire les investisseurs \u00e9trangers. La centrale gazi\u00e8re deviendra son moteur \u00e9nerg\u00e9tique principal, cr\u00e9ant un \u00e9cosyst\u00e8me industriel int\u00e9gr\u00e9.<\/p>\n<p>KenGen (soci\u00e9t\u00e9 publique d&rsquo;\u00e9lectricit\u00e9) pilotera le projet avec des investisseurs priv\u00e9s via un partenariat public-priv\u00e9 (PPP). Le gouvernement recrute actuellement des conseillers financiers pour structurer cette op\u00e9ration d&rsquo;envergure.<\/p>\n<h2>Financement et calendrier ambitieux<\/h2>\n<p>Avec un co\u00fbt de 2,9 milliards USD (375 milliards KES), le projet n\u00e9cessitera une ing\u00e9nierie financi\u00e8re complexe : garanties souveraines, contrats d&rsquo;achat d&rsquo;\u00e9lectricit\u00e9 \u00e0 long terme et financements multilat\u00e9raux. Le processus de structuration transactionnelle est en cours, avec une mise en service esp\u00e9r\u00e9e entre 2030 et 2032.<\/p>\n<h2>Implications r\u00e9gionales et d\u00e9fis \u00e0 relever<\/h2>\n<p>Ce projet positionne le Kenya comme hub \u00e9nerg\u00e9tique est-africain, alimentant potentiellement la Tanzanie et l&rsquo;Ouganda via les interconnexions r\u00e9gionales. Il soutiendra aussi la ZLECAF en r\u00e9duisant les co\u00fbts de production industrielle.<\/p>\n<p>Les d\u00e9fis majeurs :<\/p>\n<ul>\n<li>D\u00e9pendance au GNL import\u00e9 (pas de production domestique)<\/li>\n<li>Respect des engagements climatiques face \u00e0 un projet \u00e9metteur<\/li>\n<li>Coordination avec le projet nucl\u00e9aire de 2 GW pr\u00e9vu \u00e0 long terme<\/li>\n<\/ul>\n<p>Ce projet de 1,2 GW marque un tournant dans la strat\u00e9gie \u00e9nerg\u00e9tique k\u00e9nyane : pragmatisme gazier pour s\u00e9curiser la croissance, tout en gardant le cap sur les renouvelables.
