Au\u2011del\u00e0 d\u2019un simple chantier d\u2019infrastructures, ce corridor vise \u00e0 fluidifier les \u00e9changes, d\u00e9senclaver des zones \u00e0 fort potentiel et acc\u00e9l\u00e9rer l\u2019int\u00e9gration \u00e9conomique en Afrique centrale.<\/p>\n<h2>Un financement strat\u00e9gique de la BAD pour le corridor Cameroun\u2013Congo<\/h2>\n<p>La BAD confirme son r\u00f4le de bailleur de r\u00e9f\u00e9rence des corridors d\u2019int\u00e9gration en Afrique centrale, o\u00f9 elle a d\u00e9j\u00e0 financ\u00e9 plus de 300 km de routes entre le Cameroun et le Congo pour environ 103 milliards FCFA. Ce nouveau d\u00e9caissement de 203,3 milliards FCFA s\u2019inscrit dans la continuit\u00e9 de ces engagements, en ciblant un tron\u00e7on suppl\u00e9mentaire destin\u00e9 \u00e0 renforcer la liaison entre les deux pays.<\/p>\n<p>Ce projet prolonge les efforts d\u00e9j\u00e0 consentis sur la route Sangm\u00e9lima\u2013Ouesso, dont plusieurs sections ont \u00e9t\u00e9 achev\u00e9es c\u00f4t\u00e9 camerounais, comme Mintom\u2013L\u00e9l\u00e9 et L\u00e9l\u00e9\u2013Ntam\u2013Mbalam, contribuant \u00e0 rapprocher Yaound\u00e9 de la fronti\u00e8re congolaise. Pour la BAD, il s\u2019agit de consolider un axe structurant de la CEMAC interconnectant le Cameroun, le Congo, mais aussi \u00e0 terme la RDC, le Gabon, la Guin\u00e9e \u00e9quatoriale et la Centrafrique via diff\u00e9rents cha\u00eenons routiers.<\/p>\n<h2>Un maillon cl\u00e9 des corridors d\u2019int\u00e9gration CEMAC<\/h2>\n<p>Le projet de route financ\u00e9 par la BAD s\u2019inscrit dans le concept de \u00ab routes d\u2019int\u00e9gration \u00bb port\u00e9 depuis plusieurs ann\u00e9es par l\u2019institution panafricaine dans le bassin du Congo. La route Ouesso\u2013Sangm\u00e9lima entre le Congo et le Cameroun, ou encore l\u2019axe Dolisie\u2013Ndend\u00e9\u2013Doussala entre le Congo et le Gabon, illustrent cette logique de maillage infrar\u00e9gional.<\/p>\n<p>Dans cette vision, le corridor Cameroun\u2013Congo ne se limite pas \u00e0 relier deux capitales ou deux march\u00e9s, mais constitue une plateforme logistique pour tout le centre du continent. L\u2019objectif est de r\u00e9duire drastiquement les temps de trajet \u2013 on est d\u00e9j\u00e0 pass\u00e9 de plusieurs jours \u00e0 moins d\u2019une journ\u00e9e entre Yaound\u00e9 et la fronti\u00e8re congolaise sur certaines sections \u2013 et de faire baisser les co\u00fbts de transport pour les biens et les personnes.<\/p>\n<h2>Quels impacts \u00e9conomiques pour le Cameroun et le Congo ?<\/h2>\n<p>Les premiers b\u00e9n\u00e9ficiaires du projet sont les usagers de transport routier et les populations vivant le long du corridor, notamment dans la r\u00e9gion du Sud Cameroun et le d\u00e9partement de la Sangha au nord du Congo. La route permet le d\u00e9senclavement de zones \u00e0 fortes potentialit\u00e9s agricoles, foresti\u00e8res et mini\u00e8res, en facilitant l\u2019\u00e9coulement des productions vers les centres urbains et les march\u00e9s d\u2019exportation.<\/p>\n<p>\u00c0 moyen terme, la mise \u00e0 niveau de ce corridor devrait :<\/p>\n<ul>\n<li>R\u00e9duire les co\u00fbts logistiques pour les op\u00e9rateurs locaux et r\u00e9gionaux.<\/li>\n<li>Stimuler la cr\u00e9ation de PME dans le transport, la logistique, le commerce et les services aux voyageurs.<\/li>\n<li>Attirer des investissements dans la transformation agro\u2011industrielle et la valorisation des ressources naturelles (bois, produits agricoles, produits miniers) \u00e0 proximit\u00e9 de la route.<\/li>\n<li>Accro\u00eetre les recettes fiscales li\u00e9es au dynamisme des \u00e9changes transfrontaliers.<\/li>\n<\/ul>\n<p>Pour le Congo, ce type de projet s\u2019ajoute \u00e0 un portefeuille BAD orient\u00e9 vers quatre secteurs cl\u00e9s, dont les infrastructures de transport et de connectivit\u00e9 r\u00e9gionale figurent parmi les priorit\u00e9s. Pour le Cameroun, ces financements s\u2019ins\u00e8rent dans une coop\u00e9ration avec la BAD qui porte d\u00e9j\u00e0 sur plusieurs grands axes routiers et repr\u00e9sente un volume global de plus de mille milliards de FCFA sur le seul secteur des transports.<\/p>\n<h2>Enjeux g\u00e9opolitiques et d\u2019int\u00e9gration r\u00e9gionale<\/h2>\n<p>Au\u2011del\u00e0 des indicateurs macro\u00e9conomiques, la route Cameroun\u2013Congo financ\u00e9e par la BAD constitue un instrument d\u2019int\u00e9gration politique pour la CEMAC. En rapprochant physiquement les pays, elle favorise l\u2019harmonisation des politiques de facilitation du commerce, des normes de transit et du contr\u00f4le aux fronti\u00e8res.<\/p>\n<p>Cette infrastructure appuie aussi les ambitions de libre circulation au sein de la CEMAC, souvent frein\u00e9es par les obstacles logistiques et les surco\u00fbts de transport. En am\u00e9liorant la connectivit\u00e9 entre ports, capitales et zones de production int\u00e9rieure, le corridor renforce la comp\u00e9titivit\u00e9 r\u00e9gionale face aux autres espaces africains d\u00e9j\u00e0 en cours d\u2019int\u00e9gration dans le cadre de la ZLECAf.<\/p>\n<h2>D\u00e9fis \u00e0 surveiller : durabilit\u00e9, entretien et gouvernance<\/h2>\n<p>Si le financement de 203,3 milliards FCFA marque une \u00e9tape d\u00e9cisive, la r\u00e9ussite du projet d\u00e9pendra de plusieurs facteurs critiques. D\u2019abord, la qualit\u00e9 des travaux et la prise en compte des enjeux environnementaux et sociaux seront d\u00e9terminantes pour limiter la d\u00e9forestation, prot\u00e9ger les communaut\u00e9s locales et garantir la durabilit\u00e9 de l\u2019ouvrage.<\/p>\n<p>Ensuite, la question de l\u2019entretien \u00e0 long terme reste centrale : sans m\u00e9canisme de maintenance financ\u00e9 et coordonn\u00e9 entre les deux \u00c9tats, les gains actuels en temps et en co\u00fbt de transport pourraient s\u2019\u00e9roder rapidement. Enfin, l\u2019efficacit\u00e9 du corridor reposera sur la fluidit\u00e9 des proc\u00e9dures douani\u00e8res, la lutte contre les tracasseries routi\u00e8res et la s\u00e9curisation du trafic, afin que les transporteurs et les investisseurs exploitent pleinement le potentiel de cette future autoroute d\u2019\u00e9changes entre le Cameroun, le Congo et
