Cette dynamique repose sur un maillage portuaire strat\u00e9gique, une feuille de route hydrog\u00e8ne structur\u00e9e et la proximit\u00e9 avec les march\u00e9s europ\u00e9ens.<\/p>\n<h2>Les ports marocains, nouvelles portes d\u2019entr\u00e9e de l\u2019hydrog\u00e8ne vert<\/h2>\n<p>Un r\u00e9cent rapport soutenu par la Banque mondiale met en avant quatre ports comme pivots de la future fili\u00e8re : Tanger Med, Mohammedia, Jorf Lasfar et la zone portuaire projet\u00e9e de Tan-Tan. Ensemble, ils dessinent une cha\u00eene compl\u00e8te allant de la production \u00e0 la transformation, au stockage et \u00e0 l\u2019exportation de carburants d\u00e9riv\u00e9s de l\u2019hydrog\u00e8ne vert (ammoniac, m\u00e9thanol, e-fuels, etc.).<\/p>\n<p>Gr\u00e2ce \u00e0 leur position sur les grandes routes maritimes reliant Atlantique, M\u00e9diterran\u00e9e et Europe, ces ports offrent au Maroc un avantage g\u00e9ographique d\u00e9cisif pour alimenter la demande croissante en carburants d\u00e9carbon\u00e9s, notamment dans le transport maritime. Le pays capitalise ainsi sur des d\u00e9cennies d\u2019investissements portuaires et logistiques pour se repositionner comme pivot de la transition \u00e9nerg\u00e9tique mondiale.<\/p>\n<h2>Les atouts sp\u00e9cifiques de Tanger Med, Mohammedia, Jorf Lasfar et Tan-Tan<\/h2>\n<p>Les diff\u00e9rents ports \u00e9tudi\u00e9s jouent des r\u00f4les compl\u00e9mentaires dans la mont\u00e9e en puissance de la fili\u00e8re hydrog\u00e8ne :<\/p>\n<ul>\n<li>Tanger Med : premier port \u00e0 conteneurs d\u2019Afrique, d\u00e9j\u00e0 centre n\u00e9vralgique du soutage classique (environ 1,5 million de tonnes de carburants fossiles par an), il est appel\u00e9 \u00e0 devenir un hub de soutage pour les carburants maritimes verts.<\/li>\n<li>Mohammedia : port p\u00e9trolier historique, il dispose d\u2019un fort potentiel de stockage, notamment gr\u00e2ce \u00e0 des cavernes salines \u00e0 proximit\u00e9, adapt\u00e9es \u00e0 des volumes importants d\u2019hydrog\u00e8ne ou de d\u00e9riv\u00e9s \u00e0 co\u00fbts comp\u00e9titifs.<\/li>\n<li>Jorf Lasfar : grand p\u00f4le industriel, d\u00e9j\u00e0 sp\u00e9cialis\u00e9 dans la manutention d\u2019ammoniac fossile pour le groupe OCP, il est id\u00e9al pour basculer vers l\u2019ammoniac vert et d\u00e9carboner la fili\u00e8re des engrais.<\/li>\n<li>Tan-Tan : future zone portuaire projet\u00e9e, situ\u00e9e pr\u00e8s de gisements exceptionnels de solaire et d\u2019\u00e9olien, o\u00f9 les co\u00fbts de production d\u2019hydrog\u00e8ne vert seraient de 25 \u00e0 38% inf\u00e9rieurs \u00e0 ceux d\u2019autres r\u00e9gions du pays.<\/li>\n<\/ul>\n<p>Cette compl\u00e9mentarit\u00e9 renforce la capacit\u00e9 du Maroc \u00e0 structurer une v\u00e9ritable cha\u00eene de valeur int\u00e9gr\u00e9e, de la production d\u2019\u00e9lectricit\u00e9 renouvelable \u00e0 l\u2019exportation de produits \u00e0 forte valeur ajout\u00e9e.<\/p>\n<h2>Une strat\u00e9gie nationale pour devenir hub \u00e9nerg\u00e9tique<\/h2>\n<p>Le Maroc a adopt\u00e9 d\u00e8s 2021 une feuille de route d\u00e9di\u00e9e \u00e0 l\u2019hydrog\u00e8ne vert, avec l\u2019ambition d\u2019\u00eatre un acteur cl\u00e9 du march\u00e9 mondial \u00e0 l\u2019horizon 2030\u20112050. Cette strat\u00e9gie s\u2019appuie sur trois \u00e9tapes de mont\u00e9e en puissance (phase de pr\u00e9paration, phase de d\u00e9collage, puis phase de massification), combinant investissements dans les \u00e9nergies renouvelables, d\u00e9veloppement industriel et infrastructures de transport.<\/p>\n<p>L\u2019initiative \u00ab Offre Maroc \u00bb, lanc\u00e9e en 2024, mobilise plus de 319 milliards de dirhams pour encourager des projets int\u00e9gr\u00e9s allant des parcs solaires et \u00e9oliens jusqu\u2019aux unit\u00e9s de production d\u2019hydrog\u00e8ne et de d\u00e9riv\u00e9s, en passant par les ports. L\u2019Agence marocaine pour l\u2019\u00e9nergie durable (MASEN) et le cluster GreenH2 jouent un r\u00f4le central de coordination entre acteurs publics et priv\u00e9s afin d\u2019\u00e9viter la dispersion des projets.<\/p>\n<h2>Une demande en plein essor port\u00e9e par l\u2019Europe et le maritime<\/h2>\n<p>La demande potentielle en hydrog\u00e8ne vert et en carburants d\u00e9riv\u00e9s est tir\u00e9e en grande partie par l\u2019Union europ\u00e9enne, qui pr\u00e9voit d\u2019importer des volumes massifs pour atteindre ses objectifs climatiques, notamment via l\u2019initiative REPowerEU. Compte tenu de sa proximit\u00e9 g\u00e9ographique, de ses co\u00fbts de production comp\u00e9titifs et de ses infrastructures portuaires, le Maroc est bien plac\u00e9 pour capter une part significative de ces flux.<\/p>\n<p>Les navires fr\u00e9quentant les ports marocains pourraient consommer jusqu\u2019\u00e0 0,2 million de tonnes \u00e9quivalent hydrog\u00e8ne en 2030, puis 2,83 millions de tonnes \u00e0 l\u2019horizon 2050, selon un sc\u00e9nario m\u00e9dian. Une grande partie de ces volumes devrait \u00eatre export\u00e9e sous forme d\u2019ammoniac ou de m\u00e9thanol verts pour l\u2019usage maritime, confortant le r\u00f4le des ports marocains comme hubs d\u2019exportation r\u00e9gionaux.<\/p>\n<h2>Enjeux et d\u00e9fis d\u2019un basculement \u00e0 grande \u00e9chelle<\/h2>\n<p>Si les perspectives sont prometteuses, plusieurs d\u00e9fis structurants restent \u00e0 relever pour concr\u00e9tiser le positionnement du Maroc comme hub de l\u2019hydrog\u00e8ne vert.<\/p>\n<ul>\n<li>Financement massif des infrastructures portuaires et logistiques (terminaux, r\u00e9servoirs, unit\u00e9s de conversion).<\/li>\n<li>Adaptation des cadres r\u00e9glementaires et fiscaux pour rendre comp\u00e9titifs les carburants verts face aux \u00e9nergies fossiles.<\/li>\n<li>Mise \u00e0 niveau des comp\u00e9tences locales, via la formation d\u2019ing\u00e9nieurs, techniciens et op\u00e9rateurs sp\u00e9cialis\u00e9s.<\/li>\n<li>Signature de contrats d\u2019exportation \u00e0 long terme avec les partenaires europ\u00e9ens et internationaux afin de s\u00e9curiser la demande.<\/li>\n<li>Coordination fine entre projets portuaires, zones industrielles et parcs renouvelables pour \u00e9viter les \u00ab goulots d\u2019\u00e9tranglement \u00bb techniques ou fonciers.<\/li>\n<\/ul>\n<p>Ces enjeux montrent que la question ne se limite pas \u00e0 produire de l\u2019hydrog\u00e8ne, mais bien \u00e0 organiser tout un \u00e9cosyst\u00e8me industriel, logistique et r\u00e9glementaire autour des ports.<\/p>\n<h2>Vers un nouveau r\u00f4le g\u00e9o-\u00e9nerg\u00e9tique pour le Maroc<\/h2>\n<p>En pla\u00e7ant ses ports au c\u0153ur de la fili\u00e8re hydrog\u00e8ne, le Maroc redessine progressivement son r\u00f4le sur l\u2019\u00e9chiquier \u00e9nerg\u00e9tique r\u00e9gional et mondial. Le pays ne se contente plus d\u2019\u00eatre un simple corridor maritime, mais ambitionne de devenir un n\u0153ud \u00e9nerg\u00e9tique capable de produire, transformer et distribuer des carburants verts vers l\u2019Europe et l\u2019Afrique.<\/p>\n<p>Si les investissements annonc\u00e9s se concr\u00e9tisent et si les partenariats internationaux se multiplient, les ports marocains pourraient, \u00e0 moyen terme, incarner la vitrine d\u2019une transition \u00e9nerg\u00e9tique r\u00e9ussie, articulant croissance \u00e9conomique, innovation industrielle et r\u00e9duction des \u00e9missions. Un mouvement qui pourrait inspirer d\u2019autres pays africains disposant, eux aussi, d\u2019un fort potentiel renouvelable et de fa\u00e7ades maritimes
