Ce positionnement fait de ports comme Djibouti, Berbera ou Assab des atouts convoit\u00e9s pour s\u00e9curiser routes \u00e9nerg\u00e9tiques, flux alimentaires et c\u00e2bles de t\u00e9l\u00e9communication sous\u2011marins.<\/p>\n<p>La mer Rouge et le golfe d\u2019Aden jouent ainsi le r\u00f4le de \u00ab flanc ouest \u00bb du nouvel \u00e9chiquier indo\u2011pacifique, o\u00f9 se rencontrent marines occidentales, puissances asiatiques, \u00c9tats du Golfe et acteurs africains \u00e9mergents. La moindre perturbation \u2013 attaques de milices ou tensions \u00e9tatiques \u2013 se r\u00e9percute imm\u00e9diatement sur les co\u00fbts d\u2019assurance, les d\u00e9lais logistiques et les cha\u00eenes de valeur mondiales.<\/p>\n<h2>Les monarchies du Golfe en qu\u00eate de profondeur strat\u00e9gique<\/h2>\n<p>Pour les \u00c9tats du Golfe, la Corne de l\u2019Afrique est devenue un terrain crucial dans la comp\u00e9tition g\u00e9opolitique et g\u00e9o\u2011\u00e9conomique, prolongeant leurs int\u00e9r\u00eats en mer Rouge et dans l\u2019oc\u00e9an Indien. Les \u00c9mirats arabes unis, en particulier, se positionnent en \u00ab faiseur de rois \u00bb gr\u00e2ce \u00e0 une strat\u00e9gie combinant investissements, contr\u00f4le portuaire et pr\u00e9sence militaire, de la c\u00f4te \u00e9rythr\u00e9enne au Somaliland.<\/p>\n<p>Les EAU ont multipli\u00e9 les prises de contr\u00f4le ou concessions de ports dans le golfe d\u2019Aden et la mer Rouge \u2013 souvent assorties de bases militaires \u2013 afin de s\u00e9curiser leurs routes p\u00e9troli\u00e8res, leur logistique commerciale et leurs importations alimentaires. Arabie saoudite, Qatar et Turquie m\u00e8nent des strat\u00e9gies concurrentes, soutenant tour \u00e0 tour gouvernements, mouvements s\u00e9paratistes ou forces de s\u00e9curit\u00e9, ce qui peut alimenter les rivalit\u00e9s locales au lieu de les apaiser.<\/p>\n<h2>Ressources, march\u00e9s et grands paris \u00e9conomiques<\/h2>\n<p>Au\u2011del\u00e0 de la carte militaire, la Corne de l\u2019Afrique concentre un potentiel \u00e9conomique consid\u00e9rable : ressources mini\u00e8res (or, potasse, terres rares, lithium, uranium), hydrocarbures offshore, terres agricoles et march\u00e9s urbains en expansion rapide. Les pays du Golfe sont de grands importateurs de produits carn\u00e9s et agricoles issus de la r\u00e9gion, ce qui renforce les investissements dans les cha\u00eenes de valeur agro\u2011alimentaires et logistiques.<\/p>\n<p>Port\u00e9e par une d\u00e9mographie dynamique (hors Somalie et Soudan en guerre), la Corne repr\u00e9sente un march\u00e9 d\u2019infrastructures et de consommation en pleine croissance \u2013 ports, zones \u00e9conomiques sp\u00e9ciales, data centers, t\u00e9l\u00e9coms \u2013 susceptible d\u2019attirer capital asiatique, arabe et occidental. Dans ce contexte, la bataille pour l\u2019acc\u00e8s aux terres, \u00e0 l\u2019eau et aux corridors de transport devient un enjeu central des n\u00e9gociations entre \u00c9tats locaux et investisseurs externes.<\/p>\n<h2>Djibouti, Somaliland, \u00c9thiopie : les nouvelles plaques tournantes<\/h2>\n<p>Djibouti s\u2019est impos\u00e9 comme hub logistique et militaire majeur, accueillant bases fran\u00e7aises, am\u00e9ricaines, chinoises, japonaises et d\u2019autres acteurs, tout en contr\u00f4lant l\u2019acc\u00e8s \u00e0 la mer pour l\u2019\u00c9thiopie enclav\u00e9e. Sa strat\u00e9gie consiste \u00e0 capitaliser sur sa position pour mon\u00e9tiser les acc\u00e8s portuaires et routiers, au prix d\u2019une d\u00e9pendance \u00e9lev\u00e9e aux flux ext\u00e9rieurs et \u00e0 la stabilit\u00e9 r\u00e9gionale.<\/p>\n<p>Le Somaliland \u2013 entit\u00e9 autoproclam\u00e9e ind\u00e9pendante mais non reconnue par Mogadiscio \u2013 a sign\u00e9 avec l\u2019\u00c9thiopie un accord en 2024 pour donner \u00e0 Addis\u2011Abeba un acc\u00e8s souverain \u00e0 un port sur le golfe d\u2019Aden, en \u00e9change d\u2019une reconnaissance diplomatique. Ce deal ravive les tensions avec la Somalie et rebat les cartes r\u00e9gionales, car il pourrait redessiner les routes commerciales et renforcer le poids strat\u00e9gique de Berbera face \u00e0 Djibouti.<\/p>\n<h2>Vers une diplomatie africaine plus affirm\u00e9e ?<\/h2>\n<p>Face \u00e0 cette reconfiguration, plusieurs think tanks plaident pour renforcer la diplomatie collective africaine sur les questions maritimes, de la s\u00e9curit\u00e9 des c\u00e2bles aux escortes navales, afin de ne pas laisser aux seules puissances ext\u00e9rieures la ma\u00eetrise des r\u00e8gles du jeu. L\u2019Union africaine et les organisations r\u00e9gionales pourraient jouer un r\u00f4le accru dans la coordination des r\u00e9ponses, l\u2019harmonisation des normes et la n\u00e9gociation de partenariats \u00e9quilibr\u00e9s avec les \u00c9tats du Golfe et les puissances globales.<\/p>\n<p>Pour les capitales de la Corne, l\u2019enjeu est de transformer l\u2019int\u00e9r\u00eat strat\u00e9gique dont elles font l\u2019objet en leviers de d\u00e9veloppement : conditionner les accords portuaires \u00e0 des transferts de comp\u00e9tences, exiger des retomb\u00e9es industrielles,
