Le gouvernement comorien  est explicite sur ce point. Sans une \u00e9valuation globale du projet initial, aucune reprise n&rsquo;est envisageable.<\/b><\/p>\n<p>Durant quatre jours, une d\u00e9l\u00e9gation de l\u2019Overseas Infrastructure Alliance (OIA) s\u2019est rendue \u00e0 Moroni dans le cadre du projet de construction d\u2019une centrale fonctionnant au fioul lourd (HFO). Cette entreprise, charg\u00e9e des travaux de g\u00e9nie civil, a proc\u00e9d\u00e9 \u00e0 une v\u00e9rification des \u00e9quipements entrepos\u00e9s sur le site de Vwadju.<\/p>\n<p>Avant que les autorit\u00e9s comoriennes ne remettent en question le projet, son interruption \u00e9tait initialement due \u00e0 une facture impay\u00e9e de 300 000 USD, d\u00e9pos\u00e9e aupr\u00e8s de l\u2019Exim Bank Inde, le pr\u00eateur. Cette facture incombait \u00e0 l\u2019Overseas Infrastructure Alliance (OIA). Le Plan de D\u00e9veloppement de l\u2019\u00c9lectricit\u00e9 \u00e0 Moindre Co\u00fbt des Comores (PDMC) pr\u00e9voit la construction d\u2019une centrale thermique de 18 MW fonctionnant au fioul lourd.  <\/p>\n<p>Les conclusions de l\u2019analyse du PDMC recommandent le financement de cette centrale de 18 MW. L\u2019adoption de nouvelles technologies, comme les centrales \u00e0 combustible lourd (HFO), est \u00e9galement pr\u00e9conis\u00e9e afin d\u2019am\u00e9liorer l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique et de r\u00e9duire les co\u00fbts de production. Toutefois, l\u2019int\u00e9gration du HFO dans le mix \u00e9nerg\u00e9tique entra\u00eenerait une augmentation des \u00e9missions de gaz \u00e0 effet de serre li\u00e9es \u00e0 la production
