Si les zones d\u2019accueil \u00e9taient initialement per\u00e7ues comme des refuges, elles subissent d\u00e9sormais une pression insoutenable, donnant lieu \u00e0 des conflits fonciers, une surutilisation des nappes phr\u00e9atiques et des tensions sociales croissantes.<\/p>\n
Dans ce contexte, une approche en deux volets est recommand\u00e9e. D\u2019une part, il est crucial de renforcer la r\u00e9silience dans le Grand Sud par des syst\u00e8mes d\u2019irrigation durables et des cultures adapt\u00e9es. D\u2019autre part, une planification de l\u2019accueil dans le Menabe s\u2019av\u00e8re n\u00e9cessaire pour \u00e9viter l\u2019effet d\u2019 \u00ab\u00a0une crise l\u2019attente\u00a0<\/i>\u00bb. \u00c0 Belo-sur-Tsiribihina, par exemple, l\u2019afflux de migrants a acc\u00e9l\u00e9r\u00e9 la d\u00e9forestation, mena\u00e7ant la productivit\u00e9 agricole locale et compromettant ainsi les perspectives d\u2019avenir pour les populations accueillantes.<\/p>\n
L\u2019Indice de Solutions et de Mobilit\u00e9 (ISM), au c\u0153ur de cette analyse, permet de cartographier les \u00ab\u00a0points de rupture<\/i>\u00a0\u00bb socio-\u00e9conomiques, offrant ainsi un levier pour agir avant que les d\u00e9placements ne deviennent in\u00e9vitables. \u00ab\u00a0Ces indicateurs permettent de cibler les interventions avant que les d\u00e9placements ne deviennent in\u00e9vitables<\/i>\u00a0\u00bb, pr\u00e9cise Karim Ali Alimed, expert du PNUD. Le 28 janvier, lors de la restitution des r\u00e9sultats, les institutions ont r\u00e9it\u00e9r\u00e9 l\u2019importance d\u2019impliquer les autorit\u00e9s locales \u00e0 chaque \u00e9tape du processus. \u00ab\u00a0Sans l\u2019implication des communes, les projets restent des coquilles vides<\/i>\u00a0\u00bb, a alert\u00e9 la Directrice g\u00e9n\u00e9rale du BNGRC.
