Depuis 2009, les derni\u00e8res aides accord\u00e9es pour la construction de navires avaient laiss\u00e9 la fili\u00e8re avancer \u00e0 vue. Les bateaux vieillissaient, les marges se r\u00e9duisaient et la s\u00e9curit\u00e9 restait une source d\u2019inqui\u00e9tude. Face \u00e0 cette situation, les professionnels ont multipli\u00e9 les d\u00e9marches aupr\u00e8s des institutions europ\u00e9ennes pour obtenir un soutien adapt\u00e9 aux sp\u00e9cificit\u00e9s de l\u2019outre-mer.<\/p>\n<p>Le processus a \u00e9t\u00e9 long mais progressif. En 2018, la modification des lignes directrices des aides d\u2019\u00c9tat a reconnu les particularit\u00e9s des territoires ultramarins. En 2022, la validation du r\u00e9gime d\u2019aides au renouvellement de la flotte a constitu\u00e9 une nouvelle \u00e9tape. La d\u00e9cision r\u00e9cente de la Direction g\u00e9n\u00e9rale des affaires maritimes et de la p\u00eache rend le dispositif pleinement op\u00e9rationnel, avec des m\u00e9canismes de d\u00e9fiscalisation pour les navires plus imposants.<\/p>\n<p>Pour G\u00e9rard Zitte, Pr\u00e9sident du Comit\u00e9 r\u00e9gional des p\u00eaches, cette annonce d\u00e9passe le cadre technique. Cette d\u00e9cision r\u00e9compense dix-sept ann\u00e9es de mobilisation collective, aupr\u00e8s des institutions europ\u00e9ennes et des pouvoirs publics, depuis les autorit\u00e9s locales jusqu\u2019au Pr\u00e9sident de la R\u00e9publique.<\/p>\n<p>Malgr\u00e9 cette avanc\u00e9e, des d\u00e9fis restent pr\u00e9sents. La crise p\u00e9troli\u00e8re et la hausse des prix du carburant p\u00e8sent encore sur les co\u00fbts d\u2019exploitation et la rentabilit\u00e9 des armements. Dans ce contexte, la fili\u00e8re doit maintenant se concentrer sur la mise en \u0153uvre pratique des aides. Cela passe par des solutions financi\u00e8res mais aussi par l\u2019adaptation des infrastructures portuaires et la pr\u00e9paration des anneaux n\u00e9cessaires aux nouveaux navires.<\/p>\n<p>Des groupes de travail et des rencontres avec les chantiers navals sont pr\u00e9vus pour aider les p\u00eacheurs \u00e0 choisir et acqu\u00e9rir leurs bateaux. L\u2019objectif est de moderniser la flotte, am\u00e9liorer la s\u00e9curit\u00e9 et renforcer une fili\u00e8re essentielle \u00e0 l\u2019\u00e9conomie maritime r\u00e9unionnaise.
