Le taux d\u2019avancement varie fortement selon les territoires, de 31\u202f% \u00e0 90\u202f%. Ces \u00e9carts refl\u00e8tent surtout des diff\u00e9rences dans l\u2019implication et la pr\u00e9paration des municipalit\u00e9s.<\/p>\n<p>Sur le terrain, les agents rencontrent de multiples obstacles selon une source officieuse. Certains logements sont vides pendant les vacances scolaires, d\u2019autres habitants refusent d\u2019ouvrir leur porte, et des \u00e9quipes se retrouvent isol\u00e9es dans des quartiers sensibles.La note confidentielle r\u00e9v\u00e8le aussi des lacunes dans l\u2019organisation\u202f: formations incompl\u00e8tes, lettres d\u2019information non distribu\u00e9es, affiches officielles absentes et suivi quasi inexistant des recenseurs.\u00a0 Dans certains quartiers, la collecte n\u2019a jamais commenc\u00e9. Dans d\u2019autres, elle est d\u00e9j\u00e0 achev\u00e9e.<\/p>\n<p>Par ailleurs, la s\u00e9curit\u00e9 des agents constitue un autre d\u00e9fi. Dans certains bidonvilles, ces derniers ont \u00e9t\u00e9 menac\u00e9s, ce qui transforme la mission en travail \u00e0 haut risque. Certains superviseurs ont m\u00eame perdu tout contact avec leurs \u00e9quipes, laissant certaines zones totalement non couvertes.<\/p>\n<p>Au-del\u00e0 de l\u2019op\u00e9ration, c\u2019est la l\u00e9galit\u00e9 du recensement qui est en question. La loi impose une collecte \u00ab\u202fg\u00e9n\u00e9rale et pr\u00e9cise\u202f\u00bb. Un recensement incomplet fragilise la validit\u00e9 des chiffres, utilis\u00e9s pour r\u00e9partir les dotations, attribuer les si\u00e8ges \u00e9lectoraux et orienter les politiques publiques.
